JOBServes as the principal strategist ensuring IT-to-business alignment, overseeing the planning, development, implementation, and maintenance of robust, secure, integrated information technology architecture and decision-making frameworks.  Collaborates with Executive and Senior staff to understand, identify, and prioritize technology initiatives and ensure technology solutions are deployed in alignment with identified strategic and business operations priorities.  Plans, directs, coordinates, and manages the Technology infrastructure for the organization through supervision of Manager, Cybersecurity and Network Operations, Manager, Enterprise Systems, and Manager, Operations Technology.   Reports to the General Manager.EXAMPLE OF DUTIESProvides leadership and direction to the Cybersecurity and Network Operations Department, Enterprise Solutions Department, and Operations Technology Department.Oversees development of annual operating and capital improvement budgets   and requests for appropriations.Oversees contract negotiations and management for technology products, services, and consulting. Oversees talent management and development.Develops documented best practices and standard operating procedures to support a process-driven approach to managing enterprise data management, information technology, data governance, and technology program and project management.Monitors work efforts, systems, and procedures to evaluate effectiveness of technology deployed across the organization.Collaborates with Executive management and Senior leadership to support the organization's achievement of business goals through data-driven decision making.Provides vision and leadership in the development and implementation of technology and systems to maintain and continuously improve the organization?s operations, business systems, and customer facing technology services.Leads governance structure that aligns information technology and management systems with strategic enterprise and business operations priorities.Acts as or manages the Chief Information Security Officer.  Leads and collaborates with the Cybersecurity team to develop and refine security policies and controls, incident response and recovery plans, and organizational training.Develops, implements and monitors information and operational system policies and controls to ensure data accuracy, security, legal and regulatory compliance.Implements controls to monitor, measure compliance, and increase the maturity of controls for the IT and OT systems.Develops, implements and exercises plans that provide for IT security, disaster recovery, and business continuity.Makes presentations to internal staff, Board, Committees, and other stakeholders.Participates in continuous improvement activities and ensures company policies and procedures are followed. Advises Executive and Senior management on informational and operational technologies.Assists in building relationships with vendors and creating cost-efficient contracts.Develops, implements, and maintains procedures for Division activities.  Recommends organization-wide directives related to Information Technology. Performs other duties as assigned.MINIMUM QUALIFICATIONSBachelor?s degree from an accredited college or university in Management Information Systems, IT Management, Computer Information Systems, business or a related field.  Master?s degree preferred.10 years of increasingly responsible management and technology experience, five of which must be at the senior management or managerial level.  An equivalent combination of education, experience and training may be considered.Proven ability to lead people toward meeting organization vision, mission, and goals.Proven ability to own, manage and solve complex problems creatively and collaboratively.Proven ability to meet organizational goals and customer expectations on time and within or exceeding quality expectations.Project Management Professional (PMP) and/or Chief Information Security Officer preferred.Proven ability to independently organize and prioritize work.Excellent analytical and problem-solving skills.Ability to listen open-mindedly to stakeholders and translate those needs into a technical plan.Ability to negotiate and manage complex technology related contracts.Ability to manage human, financial and information resources strategically.Strong understanding of data analysis, data governance, budgeting, and business operations.Knowledge of the principles and practices of information management, telecommunication technology and systems.Strong oral and written communication skills.  Ability to effectively present on technology initiatives to non-technical people.Demonstrated knowledge of the principles and practices of project management, contract management, and vendor relationships. Knowledge of safety regulations and accident prevention practices. Ability to develop and exercise independent judgment and effective courses of action. Ability to establish and maintain effective working relationship with employees, consultants, contractors, other professionals in the water industry, and the general public.Ability to carry out verbal and written instructions.Ability to travel to locations throughout Fairfax County as needed.Ability to work 24/7 in emergency situations is required.Possession of a valid driver?s license and good driving record.Must pass a controlled substance (drug) test for employment.Must pass a credit check.?Fairfax Water requires new employees to be
