Parker Tide is a veteran-owned, small business in DC. We serve as a value-added partner to the government. We are currently seeking Deputy Program Manager to work in DC with one of our clients. Period of Performance: One 12-month base year and nine (9) one-year options. Places of Performance: Onsite location is in Washington, DC. Telework with approval of the COR. Security: Must possess a favorably adjudicated BI completed within the last five years at the Tier 4 or Tier 5 level; and be able to maintain the favorable result throughout employment on the contract. Salary: Depends on Experience Requirements * A minimum of 8 years' experience in personnel security and suitability adjudication on behalf of the Federal Government, including case processing and workflow management, rendering suitability and fitness recommendations, and engaging in program management. * A minimum of 3 years of experience as a program manager supervising individuals responsible for rendering interim and final suitability and fitness recommendations * Experience should include activities that reflect the performance of the task assignments cited for the Program Manager above. * Have successfully completed formal training in conducting suitability adjudications in support of suitability and fitness decisions in compliance with NTS established by OPM. * Preference given to individuals who have completed Essentials of Suitability Adjudications (OPM). * Developed and implemented training programs/briefings for subordinates as well as senior leadership. * Experience drafting policies and SOPs for personnel security operations including security and suitability for program adaptation and adoption. * Experience in drafting annual assessment reports that detail operational efficiencies, identify inefficiencies with mitigation plans, and assist with program improvement strategies with both long-term and short-term milestones. * Proficiency in basic software applications such as Microsoft Word, Excel, and PowerPoint. * Experience in analyzing organizational program operations, identifying areas for improvement, and recommending sound solutions. * Must possess and demonstrate an applied knowledge of the GSA US Access system to sponsor individuals for HSPD-12 PIV credentials to grant logical and physical access to SEC facilities and allow enrollment of fingerprints for criminal history records checks. * Possess working knowledge of personnel security and suitability reform to include the FIS of 2010 implementation, principles of reciprocity, and insider threat programs. * Must have applied knowledge of Trusted Workforce. * Applied knowledge of DISS and NBIS is preferred, but not required. Tasks * Oversee all aspects of the program, leading a team on large programs, or a significant segment of large and complex programs. * Analyze new/complex program-related problems and create solutions that normally involve schedule, technology, methodology, tools, solution components, and financial management of the program. * Secondary escalation for complex cases. * Serve as acting PM in the program manager's absence and assist in training staff. * Assist in producing monthly metrics that focus on all aspects of contractor performance, emphasis on both team and individual productivity and accountability, and documenting contract performance in productivity, timeliness, and quality. * Assist in audit preparation and program evaluation. * Assist with building emergencies and OEP drills, as needed. * Conduct inventory and quality checks on pending Reports of Investigation (ROI). * Initiate BI's at the correct tier based on risk/sensitivity level of the position in e-QIP. * Assist in developing and implementing policies and procedures. * Monitor personnel security mailbox, work log, and workflow as necessary. * Contact personnel security operations and document the reason for a "please call" in CVS. * Conduct status checks on background investigations utilizing PIPS. * Conduct telephone and written inquiries in accordance with the Privacy Act of 1974. * Conduct subject contact in accordance with Privacy Act of 1974; obtain written statements as required. * Conduct credit bureau checks. * Provide advice and assistance regarding personnel security and suitability processing. * Utilize Excel etc. to track / monitor applicant progress in e-QIP and US Access daily. * Maintain a work log both for intake and adjudications. * Meets or exceeds all deadlines for case processing that may change. * Maintain all case files electronically in the PERSEC case management system and ensure all components of the case file are uploaded upon receipt. * Review all required documentation to ensure it is complete and accurate and the information in all documents and case papers, hard copy or electronic, meet OPM standards.
