We are currently seeking a Program/Project/Management Analyst , Senior with Acquisition experience to support our Patuxent River, MD customer in PMA-281. The Program Management Analyst will support the TMPC IPT. Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to weapon/project acquisition and product programs. Specifically tracks program/project status and schedules in the AMS Suite of tools including project expenditures using the Common Spend Plan Tool (CSPT) and excel, the Procurement Management Tool (PMT), and the Contractor Data Requirements List (CDRL) tool. Must be able to analyze expenditure trends and recommend realignment of funding, and provide that level of support to Level II and III IPT Leads. Applies government-instituted processes for documentation, change control management and data management. Essential duties include: * Creating and/or managing acquisition documentation (PID request, CDRLs, SoW, tech evals, etc.) * Creating entries in, maintaining, tracking, and updating the PMT * Tracking funding request and spend plan status within the Common spend Plan Tool (CSPT). * Analyzing expenditure data, making recommendations on realignment of funding within the IPT * Tracking expenditures to OSD Benchmarks and making projections thereof in support of the IPT * Synthesize spend plans for the various contractor CLINs and government field activities, and be able to roll them up to the appropriation level to predict expenditures for the IPT * Coordinating updates of the weekly team tracker and other misc. items (data drills, coordinating briefs, etc.) * Performs management, technical, or business case analyses backed up by trend in numerical data * Prepare meeting agendas, coordinate, attend and participate in IPT and program review meetings, test planning meetings, and other meetings as required/directed and prepare and distribute meeting minutes. * Collects, completes, organizes, and interprets data relating to the TMPC program Specific duties include: * Running a weekly contract status meeting where all contracting actions are tracked and status updated through the Procurement Initiation Document (PID) process. Identifying actions to be taken and ensuring that they are assigned to the correct individual and then tracked to resolution. * Enter planning data in the Common Spend Plan Tool (CSPT) and other enterprise tools as appropriate for the data type and assigned project. * Ensuring completeness of entries in the CSPT so that expenditure data can be captured and extracted by team members * Create and maintain presentation products either through CSP, spreadsheet, or other graphical type product which can provide actionable data to IPT personnel for program execution. * Compiling contractor data on spending by creating tracking mechanisms for data reported in the Contract Fund Status Reports (CFSRs) and characterize the lag between contractor reporting and Navy Enterprise Resource Planning (N-ERP) * Reaching out to contractors for actual spending data when necessary to report to resource sponsors or other higher level authority to explain why the program is not meeting obligation and expenditure benchmarks as shown in data extracted from N-ERP * Briefing IPT personnel on trends in spending / delays in contracting / unpaid invoices and other matters requiring IPT attention to resolve * Support planning activities to include presenting alternative funding or acquisition strategies and cost estimates for new program requirements for Government consideration and appropriate action. * Participating in and coordinating evaluation of Statements of Work, technical evaluations of contractor proposals, submissions of DD-254s in concert with Contracting Officer Representatives * Compile data and materials for Program Readiness Reviews, Business Reviews, Executive Review Boards, Congressional Staffer Briefs, and Budgets to include financial data / program status / program risks * Familiarize oneself with the program and take over generation of the RDAIS Executive Summary submitted quarterly, to include new installations, deliveries to the government, and activities completed. * Provide recommendations and alternatives in support of program execution, spend plan development, out-year planning, and the creation of POM issue sheets as related to the Planning, Program, Budgeting, Execution (PPBE) process. Contribute to the development of white papers, quad charts and trade studies. Required Education: MS/MA Degree Required Experience: Over 10 years of experience Allowable Substitution: 6 years' additional work experience OR an AA Degree and 4 years' experience may be substituted for a Bachelor's. Bachelor's Degree plus 4 years additional work experience may be substituted for a Master's.
