Parker Tide is a veteran-owned, small business in DC. We serve as a value-added partner to the government. We are seeking a DEU Certified Staffer to work with one of our DC clients. Title: DEU Certified Staffing Specialist. Place of Performance: Washington, DC (100% telework) Period of Performance: 9 months with a one-year option period. Salary: Depends on Experience. Minimum Qualifications * Possess a current Delegated Examining Unit (DEU) certification. * 10 years in Federal HR staffing. * Experience in using USA Staffing and National Finance Center systems. * Knowledge of the principles, practices, and techniques of Position Classification, Position Management, Organizational Analysis, and Staffing and Recruitment programs, as needed. * Ability to research and analyze HR programs issues and problems, as well as provide customer service and work well with others is required. * Previous experience with merit promotion, competitive and excepted service is required. Recruitment, Staffing, Onboarding, and Processing Services * The Contractor shall provide expert advice and support on all stages of the hiring process from recruitment to onboarding for new or current positions. * Develop and update recruitment documents, review applications and issue certificates of eligible candidates. * Recruitment documents: job analysis, assessment questionnaire, and vacancy announcement. * Research and advise on different hiring practices and flexibilities that can be used to accelerate hiring and target top talent or suggest organizational reviews to determine the appropriate skill and position mix. * Code personnel actions for new appointments, temporary promotions, reassignments, extensions, pay adjustments, details, career ladder promotions, and other similar actions. * Develop vacancy announcements using USA Staffing, job analyses, and applicant assessment tools that include adequate content and weight factors to ensure the most qualified candidates are selected in the top candidate ranking and rating process. * Conduct qualifications review and analysis, prepare certificates from which management may select, extend formal job offers, and conduct onboarding activities. * Maintain documentation, update databases, track hiring metrics, and manage other dates. * Negotiate the EOD date and provide notification to all required parties and systems to begin onboarding processes. * Process paperwork and execute necessary security processes. * Coordinate release dates for transferring staff and exchange of SF-75 with other agencies. * Coordinate confirmation of start dates for new employees and provide reporting information to entering employees. * Adhere to the timelines established in OPM's End-to-End Hiring Initiative, specifically those timelines documented in the Hiring Elements End-to-End Hiring Roadmap. * Respond to questions, complaints, and problems by providing explanations of HR policy related to recruitment, vacancy announcement, and staffing selection processes.
