JOB SUMMARY

The People Concern's Santa Monica Homeless Multidisciplinary Street Team (HMST) is seeking a licensed or unlicensed mental health professional (Ph.D., PSY.D., MSW or MFT) to serve as the program manager on this multidisciplinary street outreach team. This team is part of a City of Santa Monica strategy to combat homelessness. The goal of HMST is to target the highest utilizers of the City of Santa Monica's emergency resources (police, fire, and hospitals). The skilled interdisciplinary team uses best practices for engaging chronically homeless individuals with co-occurring mental health, substance use, and/or medical issues. A low client-to-staff ratios is used to maximize effectiveness. The team works closely with each client to develop individualized service plans. The team helps enroll clients in public benefits (i.e. General Relief, SSI/SSDI, Medi-Cal), submit housing applications, and access appropriate medical and behavioral health treatment.

ESSENTIAL DUTIES & RESPONSIBILITIES

1. Provide leadership to the multidisciplinary team, ensuring continuity of care and services between City of Santa Monica departments, The People Concern agency resources, and partnering agencies

2. Provide individual and team supervision, support, and performance evaluations for assigned staff

3. Provide clinical guidance to staff as needed, including in emergencies and crisis situations

4. Serve as the team's mental health consultant and mental health care provider

5. Ensure that services emphasize customer choice and harm reduction

6. Be available to respond to emergency calls and situations on a 24-hour basis when needed

7. Assist in the screening, assessment, and enrollment of clients in a range of services

8. Ensure all paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases through ongoing audits of electronic databases and chart reviews

9. Assist Program Assistant Director in budgetary oversight of program administration and ensure program revenue and expenses are within the adopted annual budget

10. Ensure adherence to funding source contracts and performance standards; prepare written reports on program activities as assigned and as required by funding sources

11. Provide training to staff on policies and procedures of the program

12. As needed, assist in the screening, assessment, and enrollment of participants including orientation to program policies resources and goals

QUALIFICATIONS

1. Masters' degree in mental health field (Social Work, MFT, or Psychology); license preferred

2. Experience working with individuals who are experiencing homelessness, mental illness, substance addiction and medical challenges

3. Experience providing direct supervision and management of staff

4. Experience managing a team

5. Detail-oriented with excellent time management, organizational, written, verbal, interpersonal, and computer skills

6. Able to work in a high tolerance harm reduction model with individuals who have multiple barriers

7. Able to learn quickly and work effectively with a wide range of constituencies

8. Strong interpersonal and team-building skills

9. Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work environment

10. Current, valid California Driver's with an acceptable driving record

11. Able to obtain and maintain CPR/1st Aid certification
