What You Will Do:
Review client's existing Federal Human Capital strategic plans to identify necessary updates to meet mission needs
Lead Federal workforce assessments, collecting qualitative and quantitative date, and help to identify workforce needs
Draft, maintain, and monitor Federal Human Capital Operating Plans, designing necessary initiatives to meet workforce targets
Conduct stakeholder analyses, research of workforce trends, support strategic communications and project management activities
Organize and facilitate working groups and interviews of relevant internal and external stakeholders including scheduling, drafting, and delivering questionnaires, providing and archiving required documentation, and documenting, tracking, and following up on action items
Identify and analyze barriers to equal employment opportunities and develop solutions that drive positive results in remedying policies, procedures, or practices leading to disparities
Develop reports and presentations summarizing the outcome of assessments, including visualizing findings
What You Will Need:
Ability to Obtain Public Trust
Applying Federal Human Capital Consulting experiences
5+ years of relevant professional experience, including experience leading teams documenting, assessing and/or advising on the improvement of human capital strategies, functions, and/or operations
Bachelor’s or Master’s degree in Human Resources Management, Public Administration, Organizational Development, Political Science, Business Administration, I/O Psychology, or a related field
Experience with Federal human capital policies
Experience supporting the development of strategic plans within Federal organizations and/or leading teams in the development of enhancements to human capital programs and operations, including, but not limited to, assisting in the development of recruitment, retention, succession, and/or workforce development strategies and programs
Experience conducting qualitative and quantitative assessments
Experience facilitating working sessions and presenting complex analyses to senior stakeholders
Knowledge of research concepts and processes, including developing and executing questionnaires, conducting observations and interviews, analyzing results, and delivering final reports to clients
Strong visual, written, and verbal communication skills
Proficient with the use of Microsoft Office products (Word, Excel, PowerPoint, Access, Outlook, Project, Visio, etc.)
Experience working within Federal agencies
Position is Hybrid – The consultant will need to visit the client site occasionally.
U.S. Citizen is required for the position.
Candidate must successfully pass a Federal Background Investigation
