Johnson County Wastewater is looking for qualified candidates to fill the position of Wastewater Treatment Superintendent II. This position oversees operations for one or more wastewater treatment complex located in Johnson County, Kansas. The Treatment Superintendent is responsible for tasks associated with operations of the facility, including supervision, training, and development of staff.

This job will remain opened until filled.

Depending on experience level, this will be filled at a Treatment Superintendent I or II level.

Job duties include:

    Manages multiple small to medium size wastewater plants or a large complex wastewater facility (multiple shifts, solids dewatering, etc.) ensuring optimal operations; monitors and implements operational strategies in order to continuously meet National Pollutant Discharge Elimination System discharge regulations of treatment facilities; monitors treatment processes; ensures process control testing data is accurate and utilizes data gathered through plant operations, process control testing and environmental lab testing to determine optimal plant operations; evaluates treatment process and equipment status, directing staff on implementation of adjustments or rescheduling of repairs; coordinates equipment maintenance priorities; manages solids inventory; verifies information in operational database is accurate and analyzes data; summarizes plant operations using treatment process control data for monthly reports; oversees large capital projects as an Operations & Maintenance representative, and assists operations throughout entire department.
  • Serves as a technical resource and provides technical expertise to several assistant superintendents, plant staff, and maintenance personnel; maintains state-of-the-art knowledge of new and emerging processes, equipment, and technologies impacting operations and regulations; manages overall operations of assigned plant(s) while providing guidance to assistant superintendents, maintenance personnel and operations staff while also seeking recommendations to ensure optimal plant operations; assists staff with training opportunities in mechanical, operational and technical fields; maintains a safe working environment and enforces safe work practices.
  • Ensures Computerized Maintenance Management System and asset management data is current and correct and used to its full potential; evaluates equipment condition/status in equipment maintenance program and integrates data into equipment repair/replacement decisions; manages preventive maintenance program; keeps an accurate inventory of tools and specialty equipment; actively participates in the Facilities Asset Management Program (FAMP) and forecasts staffing and operations equipment/process needs to meet regulatory requirements.
  • Oversees the annual budget for each treatment facility within assigned area; confirms purchases are within County policies and procedures and ensures purchases are coded with the correct cost center/code; ensures purchases required for process control are being completed in a timely manner to consistently meet discharge requirements; participates in budget preparation for improvements and capital purchasing.
  • Understands and manages the diagnosis and troubleshooting of wastewater treatment plant operations; works with Managing Operations Engineer when having difficulty diagnosing or troubleshooting processes and equipment; responds to calls for emergencies, assigning staff, and providing oversight; confirms equipment operation logs and records are accurate; produces reports that identify system problems or confirms proper operating conditions; ensures competency levels of mechanical skills; assesses quality of workmanship and provides feedback to staff to encourage improvement and development.
  • Compiles information needed for reports and analyzes data to ensure optimal operations; works with vendors, contractors and other stakeholders responding to technical questions from the general public; answers complaints from the general public and ensures proper actions are taken; oversees contractors and vendors by ensuring work is complete, accurate, within budget, and meets regulatory requirements.
  • Promotes the County's values through recruitment and selection of staff. Facilitates development of staff through Pillars of Performance and Development (PPD) and end of year merit selection. Recommend disciplinary action and Personnel Improvement Plans to Supervisor and HR Leadership. Actively involved in pursuing the Department Mission and Vision through High-Performing Organization philosophy.
Job Requirements

A high school diploma or equivalent and twelve years of experience in mechanical, maintenance, or relevant industrial or field based work are required. One year leading, directing, supervising, or coordinating the work of others is also required along with a valid driver's license and good driving record. This safety sensitive position requires involves exposure to extreme temperatures, fumes and/or chemicals, heights, loud noises, and raw sewage. It also requires lifting 50 pounds and on-call or stand-by work.

An Associate's degree in Environmental Sciences or other relevant area of study is preferred along with mechanical, maintenance, ore relevant industrial or field based work in a water or wastewater environment. Five years of experience in the operations and maintenance of a wastewater treatment or collection system is also preferred along with a Class IV KWEA operator license.

Education can substitute for experience.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.
