    Job Description

    Job Announcement

    Leads the Climate & Resilience Services team to support the Board of Supervisor's Environmental Vision, Operational Energy Strategy, and other countywide energy and environmental goals as they relate to climate adaptation and resiliency. Duties include:
    • Works collaboratively with county departments, authorities, utilities, businesses, non-profit entities and residents to develop, coordinate and promote effective initiatives that advance countywide climate adaptation and resilience priorities and reduce the impacts of climate change on the county and its residents and businesses;
    • Manages the Climate Adaptation and Resilience Planning effort;
    • Oversees education and outreach initiatives related to climate adaptation and resilience planning;
    • Supervises implementation of policies, plans and programs recommended as a result of the Climate Adaptation and Resilience Planning effort;
    • Serves as the OEEC's liaison and works closely with county departments, staff and others on issues related to climate adaptation and resilience;
    • Represents the county on local and regional planning efforts, task forces or committees;
    • Formulates budget needs and obtains funding for projects through project proposals and grants;
    • Reviews regulatory filings, legislative proposals, and data on climate adaptation and resilience and identifies issues, as appropriate;
    • Provides general supervision for the Senior Community Specialist within the Climate & Resiliency Services team.
    Works under general direction of the Deputy Director of the Office of Environmental and Energy Coordination (OEEC).

    Note: The specific area of assignment of this position are environmental, energy, and/or climate action legislation, regulation, or planning; economics; statistics; and engineering.

    Illustrative Duties

    • Plans, supervises, and directs the work of a group of planners, technicians, administrative assistants, and/or inspectors in land use planning, zoning, research, public facilities planning, environmental planning and related projects;
    • Supervises report production and distribution, legal advertising, scheduling of public hearings, and/or posting of property;
    • Participates in negotiation sessions, meetings and conferences with the Board of Supervisors, Planning Commission, Board of Zoning Appeals, developers and/or citizens);
    • Prepares and presents reports to County Boards and other groups; Provides policy guidance and interpretations of documents and materials relevant to the specific
    • Division, such as the Comprehensive Plan and/or the Zoning Ordinance;
    • Presents staff's position at public meetings before the Board of Supervisors, Planning
    • Commission, Board of Zoning Appeals, and other bodies;
    • Assists in the establishment of policies, procedures and priorities for the operating programs of the Division;
    • Participates in the formulation, implementation, and maintenance of the Department's Strategic Plan;
    • Completes semi-annual and annual performance evaluations;
    • Hires new employees, including formulating questions, interviewing, and selecting employee;
    • Trains and mentors/coaches new employees within the Branch;
    • Reviews and edits all written documents produced by the Branch;
    • Represents the Division Director at meetings with County staff, developers, applicants, and citizen groups;
    • Represents the Department and the County in negotiations with applicants, citizens, County staff and others on specific areas of expertise as it relates to the position;
    • Provides expert testimony in a court-of-law regarding planning and/or zoning issues;
    • As Assistant Division Director, prepares the Division's budget, quarterly reports, and other management indicators and assists with Division's administrative activities;
    • As Assistant Division Director, serves as Acting Director in the absence of the Division Director;
    • As Assistant Division Director, reviews/approves all expenditures/reimbursements for the Division;
    • Reviews contract management tasks performed within Branch;
    • Authorizes payments to consultant contractors for professional services.


    Required Knowledge Skills and Abilities

    • Thorough knowledge of local government areas of specialization, including planning or zoning, management procedures, and principles of supervision;

    • Ability to supervise and coordinate the work of assigned staff, including making equitable assignments and assuring that deadlines are met;

    • Ability to establish and maintain good working relationships with co-workers, elected and appointed officials, development representatives and citizen groups;

    Employment Standards

    MIINMUM QUALIFICATIONS:

    Graduation from an accredited four-year college or university in a planning-related field; plus five years of experience in a planning-related field (preferably in the specific area of assignment). A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of three (3) years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.

    CERTIFICATES AND LICENSES REQUIRED:

    PREFERRED QUALIFICATIONS:
    • Master's degree in a related field;
    • Strong experience in and senior-level knowledge of federal and state law, policy and regulation in the areas of energy, environment, and climate.
    • Experience in developing and implementing a strategic vision as it relates to environmental and energy related issues;
    • Experience working in a local government environment including work with elected officials;
    • Demonstrated record of establishing and maintaining effective working relationships;
    • Significant demonstrated experience in data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings;
    • Demonstrated experience in managing complex, multi-faceted planning studies with residents, authorities, utilities, businesses, non-profit entities, county staff, other jurisdictions, state and/or federal government;
    • Demonstrated experience in managing projects, including overseeing internal and external team members, administering project budgets and ensuring project deadlines are met in a timely fashion;
    • Ability to set up and facilitate meetings;
    • Ability to manage consulting contracts including the development of the scope of work for services and tracking and reporting on the progress of the work;
    • Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building;
    • Ability to effectively engage diverse stakeholders towards problem-solving and mutual understandings;
    • Ability to communicate effectively, both orally and in writing;
    • Ability to present complex information to elected officials, senior management, and members of the community in a clear, concise and understandable manner;
    • Four or more years of supervisory experience.
    NECESSARY SPECIAL REQUIREMENTS:
    • The appointee to the position must satisfactorily complete a criminal background check.
    • Ability to attend evening meetings is essential.

    PHYSICAL REQUIREMENTS:
    This position is primarily sedentary in nature; however, employee must be sufficiently mobile to attend meetings and make presentations. Visual acuity to work on electronic equipment such as a computer monitor or smartphone and the ability to type on a keyboard. Employee may be required to lift or carry up to 15 pounds. All duties performed with or without reasonable accommodations.
