Job Description

POSITION OVERVIEW Country Manager/TO Program Manager (PMO Task Order) - The country manager/program manager shall have the authority to commit the Contractor's financial resources, and act as the single point of contact with the Government, as required to meet the overall requirements of the Contract. The country manager shall have a minimum of 15 years experience in related life support services and/or logistics management, with a minimum of 5 years experience in providing such services to large facilities or operations. DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS) Candidate is responsible for all aspects of Contract and Task Order execution, including delivery of SOW requirements, performance, QS&H, Quality Assurance/Quality Control (QA/QC), finance/budgeting, project/cost improvements, continuity of personnel support, and employee safety, security and well-being. Required 15 years of management experience supporting complex Government requirements. Key areas of expertise/support must include: facilities support, logistics, food services, employee health/welfare, Postal Services, Waste Management, Recreational Services, Transportation, and Warehouse Operations. Master's Degree or Bachelor's Degree and relevant experience; PMP Certification highly desired. Must have a current, active Top Secret Personnel Security Clearance. MAJOR JOB ACTIVITIES: * Responsible and manages all contract requirements for the ILiSS contract. * Serves as the main Point of Contact (POC) to the Government for all Program Management, and customer satisfaction requirements. * Responsible for all plans and budgets in support of the contract * Responsible for P&L * Responsible for all Contract employees and Sub-Contractors working in Iraq. * Provides support to the RSO and reports security incidents and concerns as needed. * Responsible for accountability, safety, and security of all equipment and personnel. JOB REQUIREMENTS AND QUALIFICATIONS * US Pass Port * Eligible for OCONUS deployment * Comply with Fit for Duty standards * Must possess or be able to obtain a Top Secret clearance * Valid driver's license * Native or equivalent-level English speaker Education * Bachelors Degree or applicable combination of education and experience * Master Degree preferred Experience * 15 years Management of large-scale complex government contracts * Management of OCONUS Based Operations Support Service (BOSS) or Life Support Services Contracts. * Department of State or DOD in Iraq, Afghanistan or Near East Asia/Middle East areas of operations. * Management of programs and contracts valued at $100M or greater * P&L responsibility for contract execution on FFP type Contracts Specialized Knowledge/Skills Requirements * Management of OCONUS Based Operations Support Service (BOSS) or Life Support Services Contracts. * Department of State or DOD in Iraq, Afghanistan or Near East Asia/Middle East areas of operations. * Management of programs and contracts valued at $100M or greater WORKING CONDITIONS Work Conditions : * Typical assignments are frequently performed in both internal and external environments with a variety of weather conditions. Ability to work under extreme hot or cold weather conditions with exposure to dust or dirt is routine and may require the use of protective personal equipment (PPE). * Iraq is in an unstable region of the world in a physically challenging and stressful environment. It may require unusual physical exertion under unfavorable conditions including exposure to extremely hot, dusty conditions, air pollution, and uneven and rocky terrain. Personnel must be able to perform certain emergency functions to include responding to duck-and-cover alarms, quickly seeking cover in a protected bunker in five seconds or less, opening heavy doors, climbing stairs, and boarding/de- boarding helicopters on an independent basis. When traveling between the BEC and BDSC, and when traveling by vehicle outside the International Zone, employees are required to wear a helmet and body armor that together weigh a minimum of thirty (30) pounds. Depending on security conditions, the body armor and helmet may have to be worn throughout the workday. Sometimes there is a need to walk significant distances through rough and uneven terrain wearing body armor while carrying equipment and/or work materials. Movement on compound requires walking up and down several flights of stairs throughout the day. Duties will involve the conduct of work in both the indoors the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Work may require lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations to include hostile fire during increased security threats and responses. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Security, Fire and Safety Regulations and post policies
