SUMMARY The successful candidate will help facilitate efficient operations within all aspects of purchasing, including supplier selection, relationship, and order management. DESCRIPTION The role is key to leading HTL forward in securing quality suppliers for materials and components covering price, delivery and quality targets. The Buyer will help develop and maintain the infrastructure necessary to facilitate the timely placement, management, and receipt of purchase orders. MAIN RESPONSIBILITIES Prepare and process requisitions and purchase orders for supplies and equipment. Manage the purchasing process for adherence to procedures, documentation data accuracy, and proper authorizations. Ensure parts and materials are bought at the most competitive price and delivered on time for production. Develop, recommend, negotiate and administer purchasing contracts (Purchase Orders) and supplier selection in accordance with company policy. Evaluate bids and proposals and take part in supplier selection decisions based on cost, delivery, and quality factors. Ensure suppliersrsquo compliance with all internal quality standards and external regulatory requirements. Drive improvement actions through quality feedback to the suppliers. Help achieve HTLrsquos goals on inventory turns by working with suppliers on stocking agreements, VMI, and related initiatives as required. Reduce supplier lead times on long lead parts by working to resolve constraints. Establish strategic relationships with key suppliers who are best aligned to the company's needs. Identify new suppliers and negotiate supply agreements where appropriate, including discount structures. Work closely with internal customers (fellow employees) and the Planning staff to satisfy requirements through requisition processing. Specific SkillsKnowledge Effective verbal and written communication skills. Effective interpersonal skills with the ability to communicate difficult concepts to all levels of the organization. Knowledge of Purchasing and Supply Chain systems and LEAN principles. Knowledge of planning and MRPERP systems. Costpoint experience is a plus. Effective at relationship building and negotiations. Experience managing EMS partners preferred. Proven track record of controlling and reducing external spend while developing a robust supplier base both domestically and internationally. Result orientated with an ability to take a proactive approach to overcome challenges and achieve results. Effective financial acumen. Demonstrated skills regarding customer service, problem solving, communication, negotiation, tact, judgment, mentoring staff development, and organization. Ability to set priorities, taking into account short and long-term needs of the business. Knowledge of procurement strategy and market drivers. Effective quantitative and analytical abilities. Effective ability to manage multiple priorities in a fast-paced environment. High competency level in the use of Microsoft Office (Excel, PowerPoint, Word, Project). Some experience with Printed Circuit Assemblies is a plus. Education Bachelorrsquos degree in Business, Supply Chain, Operations Management, or equivalent CPM certification is a plus.
