                  Responsibilities

                  This position supports a federal agency located in the Washington, DC., area.  The position will be a senior consultant in the federal asset forfeiture program (AFP) and serve as an expert. The candidate be a consultant and advisor to senior management on complex and challenging issues relating to the DOJ Asset Forfeiture Program (AFP) relating to legislative issues, program policy, process improvement, budget strategic planning and training.  The candidate will conduct, assist and support research, conduct analysis related to legislative requirements, address organizational findings for programs and policies.  Review and analyze complex information developing and evaluating action plans.  Conduct analysis on new laws and regulations issued by external stakeholders to determine impact to the AFP policies and procedures.  Conduct policy development, advising senior leadership in developing and/or analyzing overall policies, programs, regulations and short and long-range plans; assist Government personnel with updating existing DOJ AFP policies and programs; assist client personnel in preparation with outreach documents to include e-mail announcements, meeting agendas and minutes, and memoranda that pertain to the DOJ AFPs policies and programs; assist client with documentation preparation, organizational charts, and recommendations for the AFP policies and programs. 

                  Conduct process improvements, develop and documenting long and short-term plan efforts; and reviewing long and short-range plans, resource projections, priorities, and justifications as they relate to organizational structure and business processes; prepare, analyze, and review various internal and external reports required for the DOJ AFP fund's programs and policies-to include status reports regarding cost and/or asset-related data, including ad hoc requests for information and reports on an as needed basis; prepare documents, white papers, or other required documents necessary to obtain stakeholder assistance with the AFP; assist client in conducting process improvement reviews regarding the AFP's operational processes and making recommendations for efficiencies; and analyzing and integrating information to identify issues and draw sound conclusions; identify and evaluate alternative solutions to problems; and providing well-informed and timely recommendations.

                  The candidate will conduct budget/financial analysis; assist client in analyzing component (AFP shareholders) budget submissions, financial documentation, and budget allocations for participating components.  Conduct strategic planning; research and document strategic options to include mission, goals, and objectives to be used by the Government to improve program policies, business practices, methods, and organizational structure; prepare written communication to assist the client advance strategic objectives both internally and with partner agencies; conduct organizational design and workforce planning efforts to assist the government in achieving the organizational and workforce alignment needed to execute against strategic objectives and priorities.

                  Assist the client with identifying training needs, designing curriculum, developing training content, materials, facilitating delivery of training, training briefings, and presentation development.

                  Support the AFP optimize the operations of their accounting and finance organization and strengthen internal controls. The candidate will identify, design and implement improved processes that transform their operational function and provide lasting change by empowering the federal workforce to sustain improved operations.  The role would oversee junior team members, manage project deliverables, schedule and engage with clients.


                  Qualifications

                  Required:

                  • 10 years of relevant consulting experience in business or finance management or similar tasks and serve as team lead 
                  • Significant experience successful completion of similar projects and leading tasks. Demonstrates ability to provide guidance and direction at the task level and self-motivator
                  • Graduate Degree in Business, Accounting, Finance, Economics, or related discipline 
                  • Experience with federal auditing, internal controls, A-123, developing improvement recommendations and interfacing with various levels of federal management, NFRs, CAPs, PBCs, UFMS and CATS
                  • Expert level experience with Word, Excel, PowerPoint, Access, Visio and Microsoft Project
                  • Ability to obtain a Public Trust - Moderate Background Investigation (MBI) clearance is contractually required 
                  • US Citizenship is contractually required 

                  Desired: 

                  • Advanced degrees (PhD, JD, MBA) preferred
                  • CPA, CGFM or PMP or related credential
                  • Experience preparing federal financial statements and foot notes
                  • Understanding of intragovernmental activity
                  • Understanding of Federal Accounting Standards guidance and how changes in the guidance would impact financial reporting operations
                  • Experience with Federal Financial Management systems, specifically, CGI Momentum and business intelligence software (i.e., PowerBI, Tableau)
                  • Experience with business process improvement and/or change management
