Job Duties (include but not limited to):
Develop technical solutions for targeted opportunities, to include business capture, RFI and RFP proposal response development, and technical solution design, sizing, and input into pricing for technical solutions.
Provide the overall design, development, and writing of the technical approach/solution for priority proposals.
Provide technical solution support during the proposal process, including proposing technical architecture, solution design, and implementation methodology
Interpret technical requirements of Federal Government procurement solicitations (i.e., Request for Proposal (RFPs), Request for Quotation (RFQ), Request for Information (RFI), etc.)
Provides expert technical writing capabilities in the development of technical artifacts, white papers, statements of work, briefings and proposals, etc.
Develop reusable solution content and branding of frameworks/methodologies for proposals and presentations, proof-of-concept (PoC) and Case Studies
Define the technical strategy and response for the proposal development process and serve as the technical volume manager and/or lead in select proposal volumes/sections.
Support solutions development, create basis of estimate (BOE) build ups, and conduct competitive analysis.
Support project technical execution activities such as program transition and startup, technical staffing, and provide technical team leadership especially during the transition phase of a contract
Maintain responsibility for reviewing RFIs, RFPs and RFQs, to architect and propose end-to-end technology solutions
Support all aspects of the new business development lifecycle with innovative technical ideas, reviews and discussions.
Write, edit, and review technical proposal content, consolidating, rationalizing and incorporating reviewer/technical expert edits and developing basis of estimate (BOE) to support pricing team.
Participate in technical proposal content reviews and make recommendations for content improvement and/or compliance.
Serves as the senior technical architect across the pursuit lifecycle and within an integrated team, including proposal, capture and business development activities
Provides end-to-end thought leadership across proposal responses that include elements such as technical solution, innovative approach, staffing, implementation schedule, basis of estimate (BOE)
Prepares client recommendations, proposals, and quotes leveraging sound and creative technical solutions that demonstrate or illustrate complexity in a simplified manner
Bachelor's Degree in IT or Computer Science and 8+ years related work experience or equivalent combination of education and experience preferred.
Must have minimum of 5+ years of experience in Federal Government proposal solutioning and knowledge of Federal agencies.
Experience on converting proposal requirements into engineering solutions independently and able to write the solutions in a proposal response format
Hands-on experience in solution, technical or information architecture required.
Superior written and communication skills with ability to interface with various groups such as project team, clients, and senior executives
Demonstrate excellent analytical, critical thinking and problem solving skills.
Proficient in the use of Microsoft Office, including Word, Excel, and PowerPoint to create, edit, and produce acceptable documents.
Demonstrate excellent interpersonal, organizational skills and verbal & written communication skills.
Must be able to work and thrive in fast-paced and high-energy environment.
Demonstrated Experience as technical lead across the full lifecycle for software development projects
Strong knowledge and experiences of application design patterns (micro services, etc.), cloud native design patterns (elasticity, resiliency, etc.), agile development project management (SAFe, Kanban, etc.), and DevSecOps pipeline for continuous deployment.
Strong knowledge and experiences of develops solutions with abstraction approaches as part of the background (containers, etc.) to promote vendor agnostic and portability of solutions.
Strong knowledge of technologies including but not limited to SQL and noSQL databases
Familiar with MS SharePoint.
