Role Description: The Program Manger provides technical direction and day to day guidance for program aspects, ensures technical consistency and integrity of technical solutions, provides system configuration management support, resolves technical issues, reviews deliverables for technical accuracy, ensures high levels of customer and employee satisfaction and reviews emerging technology capabilities for integration into customer solutions. * Provide technical direction and day to day guidance for the program, resolves technical issues, reviews deliverables for technical accuracy, and recommends new technology when appropriate. Provide technical assistance to on-site teams and customers. * Possess in-depth understanding of Intel Mission Systems customer's mission, operational goals, strategies, programs, and industry trends. * Has holistic program view and understands technical intra-dependencies among the program areas. * Create strong team collaboration. * Responsible for planning, providing recommendations and overall design, execution, and deployment of the program. * Actively identify and deliver organic growth. * Monitor and report progress towards the established customer objectives. Develop and proactively manage the program plan, course correcting as necessary. * Responsible for coordination of team activities and interaction with local agents responsible for various other areas of support. * Develop and maintain required program reports as required by contract and company requirements. * Conduct frequent customer and team member contact to ensure program is meeting/exceeding design/transition schedule and contract requirements by regular meetings and PMRs; maintain consistent communication with the CO, COTR to understand goals, priorities and the vision. * Conduct periodic internal "audits" or reviews or control deficiency remediation efforts; Provide early warning of risks to the program and. or customer issues (with risk mitigation strategies) to VP. * Deliver consistent, high-levels of customer satisfaction and loyalty. * Support retention goals by maintaining an engaged employee team. Perform annual employee reviews. Provide day to day management of the team, including reviewing and approving timesheets, and daily tasking. Offer consistent employee feedback. * Responsible for accurate and timely PMR preparation, data inputs and PMR presentations. * Work directly with recruiting and human resources to provide job descriptions for hiring needs and hire as needed. Identification of LOE for new staffing. * Provide concise reports, presentations, and pricing as needed. * Proposal, ECP, and task order preparation, review, and submittal. * Provide competitive intelligence. * Ensure security crossovers are processed and completed as efficiently as possible. Maintain security compliance through briefings, training of guidelines, and reporting. * Develop and maintain program and/or project level schedules to track team LOE and deliverables. Required Skills and Qualifications: * Demonstrated 10+ years of successful experience managing IT programs. Familiarity with Intelligence Community issues, policies, systems, and working relationships. * Hands-on experience leading and managing enterprise level, multi-disciplinary cross-organizational. program teams using the Agency Program Management Framework (PMF) and Agile program management methodology. * Hands-on experience developing and managing resource loaded program schedules using standard program management tools, such as MS Project. * Ability to articulate complex resource and technical issues to a range of audiences, excellent verbal and written communication skill. * Proven ability to build and maintain positive relationships with customers, stakeholders, technical teams, and contractors. * Demonstrated experience managing multiple concurrent programs or tasks, short deadlines, and competing priorities. * Demonstrated initiative, sound judgment, and ability to work within a team and independently. * Expert ability to identify programmatic challenges, risks, and constraints coupled with strong ability to convey well thought risk mitigation strategies. * PMP and ITIL Certification. * Experience with Scaled Agile Framework (SAFe). * Demonstrated ability to examine program successes and failures and make recommendations to improve processes and practice. * Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the Agency. * Bachelor's degree, preferably in Engineering, Computer Science, Management Information Systems, or equivalent work experienc. * Alignment with Navstar company values. * Experience/understanding of customer's mission. To be eligible for this position you must hold an active TS/SCI clearance with Polygraph. This role reports directly to the Vice President of Intel Mission Systems (IMS).
