    The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

    Position Overview:


    The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.

    The Biomedical Informatics and Data Science (BIDS) directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of biomedical informatics and data science by developing and applying world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science to effectively enable and advance clinical trials.

    The CBIIT Technical and Operations Support (CTOS) group provides strategic, contract management, project management, and software development and maintenance services to the National Cancer Institute's (NCI) Center for Biomedical Informatics and Information Technology (CBIIT), in support of key user interface and scientific data infrastructure projects sponsored by CBIIT. CTOS also supports other efforts throughout the FNL in service to its overall mission. CTOS is motivated by service our NCI clients and ensuring that the projects and programs they entrust to the group succeed. CTOS does this by providing unbiased, thoughtful, and timely analysis by experts in state-of-the-art software methodology and technology, maintaining a focus on development of working software that meets client requirements.

    • Elicit, record, and maintain clear requirements for data systems and other processes by working directly with NCI project leads and other client stakeholders
    • Work with Technical Project Manager to ensure client requirements are communicated clearly to subcontractors or CTOS engineers
    • Maintain documentation of key business analytical decisions and outcomes of deliberations with project stakeholders and CTOS team leads
    • Regularly report on design, development, data onboarding, and data use progress and issues arising in relevant projects. Reports may be oral or written, internal to team or external to stakeholders
    • Provide subject matter expertise in scientific and technical areas to team members as part of regular project duties
    • Participate in broader, internal strategic discussions as a subject matter expert
    • Consult with principal investigators, laboratory personnel, and/or other data submitters or users periodically as required to support acquisition or use of data in project systems ("Tier III support")


    To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
    • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
    • In addition to the education requirement, a minimum of six (6) years of progressively responsible experience in a scientific or technical environment, including four (4) years of management experience
    • Client-facing experience in supporting one or more government agencies
    • Familiarity with the management, design, and/or development of publicly accessible databases
    • Experience leading successful collaborative efforts involving multiple stakeholders
    • Ability to obtain and maintain a clearance


    Candidates with these desired skills will be given preferential consideration:
    • Possession of a PhD from an accredited college or university according to the Council for Higher Education Accreditation
    • A minimum of eight (8) years of management experience in a scientific or technical environment
    • Experience with management, design, or development of large public genomic or immunological data repositories
    • Experience managing client-facing relationships with NIH institutes or centers
    • Familiarity with cancer biology and/or cancer genomics
    • Experience working in a matrix-management environment
    • Experience developing and sustaining scientific and technical collaborations

    • Ability to work with ease in a fast paced, agile environment
    • Self-motivated and results-oriented, able to effectively handle multiple projects concurrently
    • Ability to identify both technical and human communication issues and independently apply problem solving skills to achieve a robust resolution
    • Excellent communication and interpersonal skills with all levels of stakeholders
