Manages the development and implementation of the Quality Engineering function to ensure that VACCO Navy Products and Services meet specifications and contractual agreements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintain a high level of communication and credibility with DCMA, Customer Source Inspectors, Regulatory Agencies and other external quality personnel.
Recommend Quality Management System changes to the Vice President of Quality Assurance or his designee when changes are required by industry, contract requirements or audit findings.
Primary Customer Interface on field Navy Quality problems.
Responsible for overall Navy Material Review Board (MRB) and associated corrective/preventive action process performance.
Support audits by Navy customers, government, and regulatory agencies and reports the results to the Vice President of Quality Assurance or his designee for necessary action.
Submit information to the Vice President of Quality Assurance or his designee in order to update action items to conform to the results of internal and customer audits.
Implement all necessary corrective actions requirements by results of Internal or customer audits.
Implement requirements of Quality Assurance Manual and procedures on Navy PG processes and products as required.
Manage Navy Quality Engineering personnel required to fulfill the requirements of VACCO Quality Assurance Procedures. This includes monitoring utilization and efficiency of their work, establishing processes for assignment and completion of daily tasks including methods of tracking cycle time of supporting actions/documentation.
Report on the Navy PG metrics at VACCO’s monthly Product Line Meeting as well as on the Navy Quality Engineering Metrics Board at other regularly established (published calendar appointments) times. Submit required information on Statistical and Systems Trend Analysis including profit over cost performance in the Navy PG to the Vice President of Quality or his designee.
Evaluate results of surveys, audits, metrics and forward results to the Vice President of Quality Assurance or his designee for necessary action. This can also be accomplished at the monthly Product Line meetings.
Implement necessary training and personnel qualifications of Navy Quality Engineering personnel (Internal or by outside sources) to conform to contract Quality Requirements including Navy Special Emphasis related procedures, processes, and activities. Ensure Quality Engineering staff adherence to training and training standards (such as the Quality Engineering Training Qualification Plan, VI-QE-TQPLAN1).
Initiate VACCO response to Navy related DCMA Corrective Actions (DCMA CARS) or Quality Deficiency Reports (QDR's) and/or any associated customer deficiency reports.
Formulate teams to perform lean and process improvement projects in the Navy PG.
Execute Quality Engineering functions on all assigned projects.
Directly supervises employees in the Navy Quality Engineering Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, assisting the hiring, and training employees; planning, assigning, and helping directing work in accordance with Navy PG priorities; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE:
Bachelor's of Science degree (B.S.) from a four year college or university and a minimum of six years related experience; or equivalent combination of education and experience. Two years of supervisory experience is required.
