Job Description

Supporting the Most Exciting and Meaningful Missions in the World Contracts Manager (Virtual/Remote) The PAE National Security Solutions contracts team is seeking an experienced Contracts Manager with advanced understanding of Federal large-scale IDIQ contract administration to serve as Manager of Contracts, supporting our Business Process Solutions sector. As a Contracts Manager, you will be responsible for the review, negotiation, and management of large, complex, multifaceted, long-term contractual agreements with the US Government. Responsible for both pre-and-post-award contract actions. Pre-award activities include interfacing with the Government Contracting Officer, reviewing and analyzing RFP terms and conditions, participating in proposal reviews, conducting OCI screenings, providing risk assessments, recommending and developing mitigation approaches, and negotiating price and terms and conditions with the Government customer. Post-award actions include interpreting contract terms, negotiating modifications, and addressing subsequent issues that include attending Government customer and internal meetings, Program Management Reviews (PMRs), etc. This includes ensuring proposals submitted are responsive and contain accurate and complete certifications and terms and conditions in accordance with company policies and all applicable laws and regulations. Also, you will provide post-award support to contracts by negotiating modifications, educating and advising internal teams regarding contractual issues, and identifying and helping to successfully resolve changes that may arise during contract performance. You will be responsible for initiating, tracking and monitoring contract changes, deliverables, correspondence and risks, and maintaining associated documentation. You will enable the management of government contracts in accordance with company policies and procedures, applicable laws, and customer requirements. This is a remote position with some travel to other locations including Falls Church, VA. This is a non-supervisory position. The successful candidate will have these Qualifications * Active Top-Secret Security Clearance
* Bachelor's degree or equivalent and a minimum of 7 years of Contract Management experience in a Federal Government contracting environment
* Responsible for consultation and escalation of contractual, business issues which are not solved satisfactorily by the project team in a timely manner
* Act as the primary contact between the project team and/or business unit and Legal, ensuring that all legal and contractual matters are addressed efficiently and promptly
* During proposals and contract negotiations, engages internal stakeholders in to help achieve financial and profitability goals. Works closely with Business Operations to monitor performance, reduce risk and reduce days sales outstanding (DSO)
* Demonstrated experience in complex negotiations, identifying risks and issues, and proactively suggesting alternatives that lead to the best outcomes
* Teamwork skills and experience in building strong, positive and collaborative working relations with both Government contracting personnel and company program management personnel
* Responsible for informing the key stakeholders, senior leadership and program teams of the requirements of the contract and monitoring compliance
* Achieve a reasonable level of understanding of PAE's major business areas in order to communicate effectively with project Senior Executives and provide relevant advice
* Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, company, and customer objectives
* Working knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and individual agency acquisition regulations
* Provides creative leadership from knowledge of industry best practices and most current developments in contract administration
* Experience with FFP, FUP, CPAF, CPIF, CPFF contract types
* Knowledge and experience using Microsoft software applications including working with spreadsheets in Excel
* Demonstrated ability to work independently
* Must be willing to travel within the continental United States
* Must live in the continental United States Preferred Qualifications * Certified Professional Contracts Manager (CPCM) and/or Certified Federal Contracts Manager (CFCM)
