Description SAIC is seeking qualified individuals to support the Transportation Security Administration (TSA) with training and engagement of the TSA workforce for Specialized Security Training (SST). SAIC will provide a full array of training and training related support services needed to accomplish TSA's evolving mission including Curriculum Development Threat Mitigation, Engineering and Imaging, (TMEI) and program management, integration, and logistics. The Specialized Security Training (SST) Threat Mitigation Lab (TML) Manager will oversee and provide support with TSO training, testing, and performance measurement requirements by developing threat devices, procuring threat items, and developing threat images in formats specified by TSA to support deployed systems and applications. Primary responsibilities Coordinate with and support Transportation Security Laboratory (TSL) in Atlantic City, NJ Coordinate with and support TSA Systems Integration Facility (TSIF), Washington, D.C., Reagan National Airport Coordinate with Original Equipment Manufacturers (OEMs) Coordinate with Operational Test Evaluation Contractor Provide Threat Image Protection (TIP) Program support Maintain X-Ray Image Library Coordinate with engineers, analysts, and statisticians Provide technical and operational performance support Develop Threat Mitigation Lab training aids and materials Provide image development Provide training aidskits development and maintenance Support software pilot activities Threat Mitigation Lab (TML) Manager will Support threat development, image production, and storage of threats, bags, and equipment developing threat training kits and training aids to identify and mitigate prohibited items, explosives, and other dangerous articles. Training kits and aids include but are not limited to weapons training kits Modular Bomb Set training kits explosives simulant training kits liquid explosives training kits and IED display boards Oversee the operation of lab facilities and will be responsible for materials and services required to manage, operate, and maintain facilities to support TSA requirements for image and threat development, storage, kit development and production, library management and field distribution. Obtain and maintain proper licensing to store a variety of legal and illegal firearms on-site at the facility. The TSL is required to render the firearms inert andor modify firearms. It should include space for threat device and threat training item development, machine specific image production, and the storage of all necessary threats, bags, and equipment. Possess the capability of providing rapid response to emerging threats. Produces threat items and images. Creates bag information files for any new TRX Simulator bags created. Rapid response deliverables may be various formats (e.g., Fictional Threat Images, Combined Threat Images, PowerPoint presentations, TRX Simulator Images, TRX Simulator Sessions). Provide technical competency and liaison support for interaction with the TML security equipment suppliers, and develops and maintains required documentation, studies, and processes as necessary to support the activities of the IDC. Maintain a high-resolution digital camera and accessories. Maintains computer imaging workstations to include large storage capacities, high quality scanners, videodigital components, Adobe Photoshop (latest edition), high resolution monitors and videographic card adapters, color laser printer, any and all other software necessary. Maintain secure and classified storage containerscabinets to securely house materials rating a minimum classification SSI up to SECRET, and firearms. Develop draft program documents, as required (plans, procedures, reports, studies, and analyses), to support TSA performance plans and to document results. Perform acquisition, development and maintenance of threat and non-threat items including required explosives and detonator simulants, IED components, guns, knives, other threat and prohibitive articles, luggage, normal passenger clutter for the luggage, additional equipmentsoftware and facilitysupport services that are required to meet TSA TML requirements. Create, test, and evaluate all images using the appropriate standard configuration machine. Obtain and maintain simulators of each machine specific platform deployed at US airports for image testing and management. Distribute images across threat categories. The TML personnel apply expertise and detection performance of historical imagethreat types as guidance in pursuing the target difficulty ratios. Qualifications REQUIRED B.A. or B.S. in Computer Science, Information Technology, Business or related discipline and ten (10) years or more of related experience Masters and seven (7) years or more experience PhD or JD and four (4) years or more experience Experience in the following Facilities security clearance at the Secret level. Class III firearms license which covers shipping, handling and storage, including Assault Weapons and a Firearms Manufacturing license to cover Modifications, i.e. Sawing the barrel down on a shotgun or other weapon (for images), Production - i.e. plastic gun. ATF State Laws and Published Ordinances - Firearm TMEI technologies current and emergent. DESIRED Experience serving in either the TSL or the TSIF.
