    Job Description

    IBA is recruiting for a qualified Senior Program Manager to support IBArsquos Department of Defense (DoD) client located at Ft. Detrick, MD. This position provides Senior Program Management Services for the Medical Simulation and Information Sciences Research Program (MSISRP). The Sr. Program Managerrsquos focus is on MSISRPrsquos Army Science and Technology program providing oversight, guidance, and strategic support to the Portfolio Manager. Essential Duties and Responsibilities Develop, execute, and maintain program plans within program cost, schedule, performance, and risk management metrics. Perform Project scheduling and managment. Maintain continual situational awareness of program efforts against established metrics. Maintain daily situational awareness and directly advise PortfolioCapabilities Area Manager (PAMCAM) on programmatic and portfolio wide issues and activities. Structure and conduct technical reviews and establish program opportunities and risks Prepare plans for identifying and tracking program opportunities and risks maximizing opportunities and mitigating risks. Lead IPTs, identify and manage enterprise-level business systems and issues, and apply performance measures within the Acquisition community and program office context that directly impact systems under development. Determine capability gaps, requirements, and coordinate within the DoD. Other duties as assigned. Minimum Requirements Program Management experience and understanding of acquisition processes, regulations, policies and procedures. Proficient in Microsoft Outlook, Word, Excel, PowerPoint, and Project. Must have strong organizational, interpersonal, and communication skills. Ability to perform essential duties and responsibilities. Preferred Qualifications Masterrsquos Degree preferred. Background and knowledge in Military Healthcare and DoD Medical Capabilities, strongly preferred. Education, Certifications and Work Experience Requirements Bachelorrsquos Degree required. Minimum of six years of progressively responsible experience. Experience shall demonstrate the ability to perform functional requirements and include a broad range of assignments performing analytical andor technical requirements and analysis. Security Clearance Requirements Existing Secret Security Clearance or above or ability to obtain a Secret Security Clearance.
