Job Description

Job Title: Global Head of Governance; Debts Previously Contracted (DPC)

The Global Consumer Bank (GCB) Consumer Business Operating Risk and Controls (CBORC) is the Global Process Owner (GPO) for several horizontal, cross business risks; among them is Debts Previously Contracted (DPC). The GPO is seeking a Global Head of DPC Governance reporting directly to the GPO.

The Global Head of DPC Governance will be singularly responsible to lead Global DPC Governance across all organizations of the Bank; GCB, ICG and EO&T to ensure Global DPC Standards continue to be followed by all relevant businesses.

DPC Governance monitors hundreds of businesses in hundreds of countries (which includes dormant businesses or countries in which we no longer do business) to ensure DPC assets are promptly identified, accurately registered, and urgently disposed. DPC Governance conducts 10 separate DPC Governance Committees with Business management who currently have aged DPC assets; these Committees review and approve asset-level disposition strategies to both avoid aged DPC inventory and hasten disposition where inventory becomes aged.

In addition to business level DPC Committees, DPC Governance also conducts an Executive DPC Steering Committee to review key risk indicators, emerging risks, non-compliant Businesses, audit results, regulatory exams and DPC inventory status.

DPC assets include real estate (commercial, agricultural, industrial, and residential), physical assets (aircraft, rail, automobile, and machinery), and securities (equity and debt). These assets reside in all regions. This role requires not only a deep US based knowledge of real estate, but a strong knowledge of non real estate assets as well as macro political influences on international asset management

This is a highly visible role with direct regulator interaction as well as executive management interaction. This role requires extreme diplomacy, superior written and verbal communication skills, and executive reporting skills. In addition, this role requires experience in controls design and assessment, regulatory compliance and risk management. The Head of DPC Governance will initially lead a team of 5 FTE but may grow going forward.

Key Responsibilities

  • Maintain all facets of DPC Governance; risk identification, risk mitigation and escalation
  • Challenge individual businesses on disposition strategies to prevent aged inventory
  • Maintain favorable regulatory relationships; promptly and clearly reply to inquiries
  • Ensure corrective actions are timely completed; interact with global business heads and regulators as needed
  • Provide ongoing assurance that all businesses in all countries where DPC risk is present (including US and Global Mortgage, Off Lease / Capital Markets Origination, Citi Realty Services, ICG Markets Equities, etc.), are adhering to the Global DPC Operating Standard
  • Oversee ongoing controls and key risk reporting, escalate as needed
  • Host 10 individual global DPC Governance Committees to ensure ongoing control environment is operating as designed, challenge aged asset disposition strategies, and provide strategic direction
  • Lead central DPC Governance team to ensure Governance owned controls operate as designed
  • Document, circulate and file required regulatory reporting; respond to external regulator inquiries
  • Manage key processes such as Global DPC Attestation and Holding Period Extension Request
  • Lead internal and external examinations as needed
  • Prepare materials for and host monthly DPC Executive Steering Committee attended by business heads and executive management
  • Attend executive oversight committees (e.g. BRCC, Audit Committee, etc.) as needed
  • Lead initiatives to automate DPC controls and improve DPC system of record
  • Identify, document and remediate new issues if identified

Qualifications

       Knowledge and experience

  • Bachelor's degree or equivalent experience in business required, masters and or law degree preferred.
  • 15+ years minimum relevant experience including 8-10 years of managerial experience including experience leading large scale projects.
  • Prior experience in leading and motivating teams, including partnering across virtual teams
  • Detailed knowledge of real estate - state level education and licenses a plus
  • Prior experience in control design and ongoing program governance post execution
  • Prior experience in regulatory MRA remediation and regulatory interaction
