Operation Samahan Inc. (OSI) is a federally qualified community health center that emerged over forty years ago. The agency serves low-income families and individuals in the County of San Diego in two (2) strategic areas with a high density population of Filipinos/Asian and other low-income, uninsured individuals — National City (Southern San Diego County) and Mira Mesa (North Central San Diego).
JOB PURPOSE
Provide human resources advice and problem solving to the organization in the area of human resources, such as Worker's Compensation, Benefits, Employment, Compensation, Employee Relations, Organizational Development and Training, Occupational Safety, Equal Opportunity, and Affirmative Action and the Americans with Disabilities Act.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Strategic:
Implement, administer, and evaluate human resources programs.
Develop systems, processes and implementation programs for use within departments to assist in efficient management of human resources workflow.
Provide advice and counsel to management and other employee groups related to compliance with and the communication, interpretation, and implementation of Personnel Policies and other relevant employment laws and regulations.
Participate in human resources related decisions.
Assist in the analysis of morale indicators such as but not limited to surveys, turnover, and Grievances, and present recommendations for corrective action when needed.
Collaborate and participate on teams with human resources and other team members.
May be assigned as team leader to special task forces or teams.
Contribute to the success of the organization by participating in quality improvement activities.
Assess training needs and promote developmental activities.
Management:
Assist in solving human resources problems, monitoring implementation of agreed upon actions until the problem has been resolved.
Develop and maintain current knowledge in the assigned specialized human resources areas.
Provide direction and/or guidance to less experienced human resources personnel.
Provide training to managers and others on human resources.
Recommend or make decision to hire, transfer, suspend layoff, recall, promote, discharge, assign, reward or discipline.
Promote results supporting equal employment opportunity and affirmative action.
Conduct department meetings to promote communication, assess and resolve needs and foster teamwork.
Evaluate staff performance against job description criteria and competency assessment and provide guidance and coaching to develop an individual as well as a unit to highest potential.
Keep staff informed of organizational activities and promote mission and goals.

Maintain professional working relationships with all levels of staff, clients and the public.

Maintain privacy of all patient, employee and volunteer information and access such information only on a need to know basis for business purposes.
Comply with all regulations regarding corporate integrity and security obligations. Report unethical, fraudulent, or unlawful behavior or activity.
QUALIFICATIONS
Knowledge, Skills, and Abilities:
Knowledge of Federal, State, and Local laws and ordinances governing personnel activities.
Proficient in Windows and Microsoft applications including Word, Excel, Power Point, and Outlook.
Must have a high level of organizational skills.
Ability to develop and maintain positive interpersonal relationships with a variety of people.
Demonstrate effective verbal and written communication skills with staff, Board members, vendors, medical providers, and members of the general public.
Establish and maintain effective working relationships with applicants, employees, officials, labor unions and the general public.
Maintain confidential and sensitive information.
Listen to and ascertain the needs of customers.
Find and communicate accurate information concerning process, policies and procedures to customers.
Respond to customers tactfully and courteously.
Work with frequent interruptions and changes in priorities.
Handle hostile, conflict, and uncertain situations.

Education and Experience:
Bachelor's degree or Human Resources Certification.
Must have experience in Union environment.
Two (2) years of human resources experience. One (1) additional year of experience may substitute for one (1) year of the required education up to a maximum of four (4) years substitution.
Annual Requirements, Licensure, and Certifications:
Human Resources Certification. PHR or SPHR preferred.
Have reliable transportation; clean driving record, and car insurance as required by the state.
PHYSICAL DEMANDS
Move throughout the clinic and community.
Repetitive hand movement, use and view PC. Use fax, telephone, copier, and car.
Sits or stand for long period of time, reach, bend, climb, stoop, and lift up to 25lb.
