                  Job Summary:

                  An employee in this classification performs work of considerable difficulty by assisting with the administration and enforcement of collective bargaining agreements, grievances, disciplinary matters, dispute resolution, performance evaluations, and employee relation's communications. Work involves the management and administration of programs, policies, and procedures related to attendance, performance, discipline, the unemployment insurance program, and employment processes administered by the Office of Human Resources. Direction is received by the assigned manager.

                  Required Knowledge, Skills & Abilities:

                  • Bachelor's degree from an accredited four-year college or university in Labor Relations, Industrial Relations, Organizational Development, Human Resources Management or a related field with 2-3 years of experience in the area of Labor and/or Employee Relations or related work or an equivalent combination of training and experience.
                  • Considerable knowledge of the policies and practices involved in personnel and human resources functions as well as demonstrated experience in and the practical application of those practices in a complex organization.
                  • Considerable knowledge in managing collective bargaining agreements and participation in labor negotiations.
                  • Considerable knowledge regarding employee and labor relations, the National Labor Relations Act, the National Labor Relations Board, and state and federal employment laws including but not limited to EEOC, FMLA, FLSA, ADA, Title VII, etc.
                  • Considerable skill in gathering data, compiling information, conducting evaluative and practical review and preparing reports for management review. 
                  • Considerable coaching skills with regards to employees and labor relations.
                  • Considerable skill in Project management in a multiple location/unit environment.
                  • Considerable skill to independently analyze and make recommendations regarding programs, procedures, and operations with regard to areas of responsibility.
                  • Considerable interpersonal, verbal, presentation and written communications skills with the ability to communicate and interact with all levels of staff, administration and stakeholders in a diverse community.
                  • Considerable skill to work independently with minimal supervision in a team-based environment.
                  • Working skill in the use of databases, spreadsheet applications, and word processing, preferably with the Microsoft Office applications.
                  • Working skill in developing policy and procedure documentation.

                  Desired Knowledge, Skills & Abilities:

                  • Considerable knowledge of a complex public sector, academic, or human resources environment highly.
                  • Under direction of the Managing Director of Talent Management, manage all collective bargaining agreements, including the interpretation of contract language and provide guidance for all employee levels of the College. Jointly manage the details of the union and the staff complaint/grievance procedures, ensures compliance with College and/or contract requirements. 
                  • Provides advice and counsel to management staff and employees for any issues that arise in support of College ethics and values, and regarding personnel practices, policy and employment laws to ensure consistent interpretation and implementation of human resources policies and procedures. Provides recommendations that effectively resolve problems, by using judgment consistent with standards, policies, and procedures that support remaining in compliance with Federal, State, and local employment law and College policies.
                  • Investigate personnel complaints regarding working conditions, disciplinary actions, and employee and applicant appeals and grievances. In conjunction with the Managing Director of Talent Management provide guidance and recommendations for problem resolution to departmental officials and individuals.
                  • In collaboration with the Managing Director of Talent Management manage employee counseling, performance evaluation process and performance improvement issues, conducting progressive discipline, investigations, leaves of absences and providing coaching to managers and employees for any issues that arise.

                  • Work closely with the Managing Director of Talent Management to consistently find ways to enhance the working experience of employees, improving morale and increasing engagement. Participate in contract negotiations with College bargaining units as assigned.
                  • Design and deliver training for employees, supervisors, managers, and local human resource managers pertaining to employee relations and related compliance (e.g., training concerning policies, procedures, collective bargaining agreements, and/or applicable state and federal legal requirements).
                  • Available to respond to internal and external customers, either in person or over the phone, during scheduled business hours.
                  • Demonstrate independent judgement and discretion in making position related decisions.
                  • Maintain required training, licensure and/or certification
                  • Maintain confidentiality of privileged information and adheres to applicable privacy laws.
                  • Demonstrate sensitivity, understanding and respect of diverse populations within the workplace.
                  • Maintain an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
                  • Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.
