Job Summary Provide project related estimating services to the Lines of Business in managing their business decisions that result in reliable, total project cost estimates. This requires thinking out of the box using strong conceptual, engineering and estimating skills, for regulated, non-regulated, and technology oriented businesses. The incumbent acts in a consulting capacity to review and understand investment strategies, aligning cost estimates and scope assessments (risk) to those strategies. Job Responsibilities The Project Estimating Supervisor will provide project related estimating services to PSEG Nuclear in managing their business decisions that result in reliable, total project cost estimates. This requires the use of strong conceptual, engineering, and estimating skills along with a good understanding of power plant operations. The incumbent also acts in a consulting capacity to the Project Manager to review and understand investment strategies, aligning cost estimates and scope assessments, and identifying and quantifying risk mitigation strategies. This position is responsible for: • Preparing reliable, complex high level cost estimates. • Reviewing Project scope and risk assessments. • Researching, analyzing, and evaluating information pertaining to options for technological advancements in Project implementation and construction. • Consulting with various businesses on options, costs, and technology options. • Developing detailed bid estimates, evaluations, and analysis of contactor proposals. • Preparing range estimates for study level scope items and perform Monte Carlo simulations to identify ranges in expected costs for such items. • Analyzing vendor proposals and creating specialized cost estimates to mitigate claims and control project "extras". • Identifying scope risks to determine financial exposure of a project assuring proper funding to complete the project. • Providing project team with identification of areas that require increased project control efforts to avoid over-expenditures. • Reviewing, providing input into, and helping to develop Project schedules. • Archiving project estimate data. Job Specific Qualifications Required Skills: • Ability to develop detailed "definitive" level complex cost estimates • Capable of performing integrated cost & schedule risk assessment • Proficient with Microsoft Word, Excel or equivalent • Experience with estimating software • Excellent communications skills • Good understanding of steam power plant operation and systems • Good understanding of Nuclear Power plant basics • Must meet Nuclear's requirements for unescorted access Desired Skills: • Maintains one or more of the following certifications: • Professional Cost Estimator/ Analyst (PCEA®) • Certified Estimating Professional (CEP) • Certified Professional Estimator (CPE) • Certified Cost Estimator/ Analyst (CCEA®) • 5+ years of previous Nuclear Power plant experience • Proficiency with Microsoft Project, Oracle P6, or equivalent scheduling software • Previous experience with EOS/Sage 300 estimating software • Familiar with FEED and the classification of estimation with the use of AACE PDRI standard tool to determine certainty of an estimate Disclaimer Certain positions at the Company may require you to have access to Part 810-Controlled Information.
