This is a full-time, overtime-eligible position on the Olympia and Tacoma campuses of The Evergreen State College.
This position reports to the Facilities Services Manager and serves as the lead member of the Facilities Services team for all electrical and HVAC systems. The position supervises the day-to-day operations of the work unit, including journey-level, semi-skilled, and entry-level trades staff and subcontractors responsible for the maintenance of electrical and HVAC systems on the Olympia and Tacoma campuses. The incumbent is a fully qualified electrician and performs skilled installation, maintenance, and repair work on low voltage electrical equipment and systems of 750 volts to include medium voltage switching operations. The position monitors and assists with managing operating and capital project budgets in coordination with the Facilities Services Manager. The incumbent works collaboratively with capital project managers to coordinate scheduling, in-house labor, materials and acquisition, and technical requirements. The position works with the Associate Vice President for Facilities, the Facilities Service Manager, and other campus partners in developing plans and responding to facilities and weather-related emergencies. As a member of the Facilities Services leadership team, this person assists in the development and implementation of facilities renewal and revitalization programs.
Nature and Scope
Operations and Staff Supervision
*Supervise day-to-day operations of electrical and HVAC work unit to complete assigned work in a timely and professional manner and within program resources.
*Perform work and oversee others' work in the maintenance, repair, and installation of campus equipment including, but not limited to medium voltage systems, chilled water systems via centrifugal chillers, storage, pumping and control of systems pertaining to domestic potable water, producing compressed air, maintaining water wells, water treatment systems, campus electrical distribution system, campus HVAC systems, campus plumbing systems, campus key system, and other related mechanical systems that exist on campus.
*Perform supervisory duties, including interviewing and selecting staff, providing staff training and staff development programs, conducting staff performance evaluations, taking corrective counseling and/or disciplinary action(s), make work assignments and scheduling decisions, manage overtime, ensure job quality, and act on leave request and work certifications.
*Educate staff in the philosophy and goals of best in class maintenance practices.
*Manage vehicle assignments, equipment check out procedures, equipment use policies, and other general operational policies and procedures unique to the electrical and HVAC work unit and its operation.
*Coordinate project priorities with Facilities Services Manager and advise on scheduling, scope, staffing, etc. to keep productivity high and efficient; provide direction to staff when problems, changes in scope, or other difficulties arise.
*Review, and authorize the purchase of tools, equipment, materials, and services needed to complete projects and manage effective inventory control of tools, equipment, materials, and key access.
*Conduct facilities condition assessments and inspections and identify potential environmental or safety hazards that could cause electrical and HVAC system and structural weakness and prioritize projects within assign work units.
*Test electrical and HVAC systems to verify performance.
*Develop and conduct preventative maintenance programs for electrical and HVAC systems.
*Identify capital and operating projects needed and propose solutions and cost estimates; supervise capital project work.
*Prepare budget updates, progress reports, cost estimates, project initiations, project justifications, project status changes, building surveys, and other requested reports.
*Initiate requests for and submit contractor bids, with recommendations and oversee and inspect work of contractor/subcontractors and in-house staff to guarantee satisfactory completion and ensure compliance with project requirements and/or local and state standards and codes.
*Assign, assess, and monitor staff progress on assigned work orders and ensure that all time and materials on recharge work orders are accurate.
*Analyze project specifications, work orders, and read plans and blueprints to determine scope and sequence of work, materials needed, personnel/staff requirements, estimated cost, availability of materials, and scheduling and/or ordering of materials and equipment delivery.
*Inspect and coordinate work of subcontractors and in-house staff to ensure conformance with local standards and codes.
*Enforce and ensure compliance with all safety practices, rules, and regulations; supervise the safe operation and maintenance of systems, tools, and equipment.
*Work closely with vendors, contractors, and outside consultants.
*Assist the Facilities Services Manager and Associate Vice President for Facilities in the development and management of capital and operating budgets for assigned work unit and in the development of the Facilities Master Plan.
*Implement and assist in the development of department policies and procedures.
*Coordinate project work with other units when necessary and maintain prompt communication with client departments on project status.
*Act as on-site project coordinator; head, direct, and train work crews in maintenance projects.
*Act as in-house consultant for various and sometimes unusual maintenance projects.
*Be available for emergency and unanticipated situations regarding all aspects of the campus facilities.
*May assume duties of the Facilities Services Manager in their absence.
*Performs skilled installation, maintenance, and repair work on low voltage electrical equipment and systems of 750 volts to include medium voltage switching operations.
*Troubleshoot a variety of electrical, instrumentation, and PLC related problems; determine solutions to complex issues.
*Install, modify, maintains, and repair interior wiring and cables, connections for electric machines, switches and controls, fuse boxes, breaker panels, distribution and instrument panels, and power circuits.
*Install, adjust, maintain, modify, and repair electric motors, equipment, and instruments such as pumps, fans, metering devices, power tools, motors, and generators.
*Seat and replace brushes and replace worn out bearings and other motor and generator parts.
*Inspect electric systems and equipment to detect and correct faulty or worn out parts.
*Perform alterations, adjustments, modifications, repairs, and installations of electrical equipment systems.
*Estimate materials and time needed to complete jobs.
*Conduct preventative maintenance program on transformers, switch gear, and other electrical equipment.
*Install, connect, operate, and maintain a variety of electrical equipment including power distribution systems, portable engine generators, transformers and switches, and street lighting.
*Attend meetings and training courses as assigned.
*Perform other duties as required.
Knowledge Skills and Abilities
*Expert-level knowledge of standard practices, methods, materials, systems, tools, and equipment used in commercial building and maintenance of electrical and HVAC work; skill in performing low- to medium-voltage electrical work; and knowledge of electrical and HVAC laws, safety precautions, and record keeping.
*Knowledge, skill, and ability to prepare electrical and HVAC project budgets and capital budget requests; ability to manage budgets.
*Strong leadership and supervisory skill and ability to supervise a crew of skilled, semi-skilled, and entry-level trades workers.
*Knowledge of occupational hazards and safety precautions of building trades.
*Knowledge of National Electrical Code and industry accepted "safe work practices."
*Strong interpersonal, communication, and customer service skills.
*Ability to read, interpret, and work from blueprints, plans, and sketches and skill in estimating materials and personnel needed to complete project.
*Ability and skill to create field sketches, designs, layouts, and schematics.
*Skill and ability to safely operate and maintain tools and equipment commonly used for electrical and HVAC tasks.
*Strong planning, organizing, problem solving, and scheduling skills and abilities.

*Four years of journey-level experience in installation, maintenance, and repair on low voltage electrical equipment and systems of 750 volts.
*Supervisory experience in electrical and HVAC in a large industrial, commercial, or public setting.
*Experience in budget planning, development and management.
*Experience that reflects a strong commitment to customer service.
Conditions of Employment

*This position is part of a bargaining unit and covered by a collective bargaining agreement.

*Must possess a current EL01 Electrical license/certificate, or equivalent.
