This position is responsible for management of all aspects of safety and security operations at Lamar State College Port Arthur. Safety and Security Operations include responding to criminal incidents, emergency medical incidents, hazardous incidents, potentially violent incidents, auto accidents, and other campus-related issues. This position-holder ensures that situations are appropriately addressed and expectations for security and personal safety are achieved. Duties include planning, supervising, and coordinating safety and security operations; purchasing and fiscal management; developing and disseminating operating procedures; reporting on all security issues to the appropriate campus leaders; leading and participating in the provision of safety and security services such as supervising, monitoring, training and assessing the performance of security staff. This position-holder is expected to work in partnership with the campus and area communities to provide leadership in solving community problems, preventing crime and providing a safe environment to fulfill the mission of LSCPA. Other duties as assigned.Minimum Qualifications:
A Bachelor's degree in Criminal Justice, Law Enforcement, Student Personnel Services, or other related field (significant years of law enforcement or campus safety experience, peace officer license and knowledge/skills may be considered in lieu of degree). At least 5 years of successful employment in law enforcement, campus safety and/or security fields with a minimum of 1 year in a supervisory capacity.
Must have a current valid driver's license.
Computer skills in Microsoft Office (Word, Excel, Outlook).
Ability to work under stress and to clearly convey thoughts and instructions to others both verbally and in writing.
Professional attitude, including the ability to uphold confidentiality
Ability to pass a background investigation covering employment, driving, and criminal records.
Must work evenings, weekends, and on-call as needed.
Peace Officer License
Knowledge of college policies and procedures, including Jeanne Clery Act.
Knowledge of police/law enforcement procedures and techniques.
Planning and supervisory skills.
Ability to make appropriate judgment in responding to situations, including but not limited to requesting law enforcement or emergency response personnel, advising the President of the College to close campus, and recommending banning students or others from campus.

Analyzes, makes decisions, and assumes responsibility for the security plan for LSCPA on a 24-hour per day and seven days a week basis. Security plan includes:
-determining patrol and shift activities of security personnel during normal operating hours
-determining appropriate security responses to incidents
-designing and leading campus watch initiatives
-monitoring and protecting facilities and assets
-reporting on incidents
-investigating incidents and following through with law enforcement authorities
-managing the campus during emergency situations
-monitoring the campus during inclement weather or other periods when the College is closed.
Enforces state laws and the Student Code of Conduct of the College, which may include deciding to immediately remove an individual from campus.
Manages compliance with all federal, state and local reporting requirements, including the Clery Act.
Monitors patrol of the campus to identify and eliminate possible security-related hazards and situations and to decide if adjustments are needed in the personnel patrol assignments.
Responds to incidents on campus, determines actions to take, and documents a complete written record of the incidents to meet federal and College reporting requirements. Also provides immediate verbal updates of serious incidents to immediate supervisor.
Responds to incidents, conducts investigations, and writes reports regarding potential Student Code of Conduct violations and makes recommendations to the Dean of Student Services
Update and revise the Annual Security Report. Report crime statistics to the Dean of Student Services for publication and reporting purposes.
Serves as the college's emergency response coordinator and is responsible for enacting the College's emergency response and evacuation plan in fire incidents, bomb threats, hazardous materials incidents, natural disasters, inclement weather, infrastructure failures, and acts of terror. Serves as the representative for the college in charge of the scene in these incidents. Advises whether the College President should close the campus as a result of the event. Also serves as the College's official contact with community fire departments and law enforcement agencies in these incidents and keeps the President's Administration apprised of the situations.
Manages the safety and security personnel at the college; oversees any external and/or contracted law enforcement officer or security agency.
Directs and administers all programs relating to the registration of automobiles used regularly on the campus, the control of campus traffic, and the enforcement of campus parking regulations.
Hires, trains and develops security personnel.
Ensures all officers are trained and licensed as required or needed.
Provides training for faculty and other staff on safety and security-related issues.
Provides information to students, faculty, staff, and the general public regarding security issues and prevention.
Coordinates access of campus buildings and classrooms.
Develops procedures and requirements for properly providing security services at the campus.
Performs all other duties as assigned by immediate supervisor.
