Assumes oversight and responsibility for the provision of safe, effective, caring and competent nursing care throughout the hospital as Director of Nursing and Chief Nursing Executive, fulfilling professional leadership standards of The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Department of State Health Services (DSHS) and Texas Board of Nurse Examiners. Supervises and manages delivery of patient care in hospital. Develops and implements hospital-wide programs, plans, policies and procedures that address how patient care is assessed, met and evaluated through nursing practice. Collaborates with other TCID leaders; other employed or contracted direct patient care and clinical support disciplines; and facility support providers to implement effective, ongoing programs to measure, analyze, and improve the quality of patient care, treatment and services. Establishes all standards of nursing practice and nursing standards of patient care and treatment implemented at TCID. Responsible for collaborating with the Director of Nursing, Regional Local Health Operations, to integrate and implement professional nursing practice in accordance with guidelines. Assures that policies and procedures for nursing care are sustained and up-to-date. Acts as one of several employees who is competent to act as the Hospital Administrator/Superintendent in his or her absence. Essential Job Functions: 1. Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. 2. Responsible for activities of direct patient care from pre-admission through discharge from TCID, maintaining and improving quality of patient care to meet and exceed standards and guidelines. 3. Assures adequate and competent staff in areas of responsibility. 4. Reviews standard of care and practice; and assures appropriate implementation at TCID. 5. Maintains and updates policies and protocols needed for competent functioning. 6. Works with Quality Management including Education, TCID physicians, Behavioral Health, Risk Management, Health Information Management, other clinical professionals, and the Hospital Administrator/Superintendent to assure competency for nursing and other staff within supervisory range. 7. Serves a significant role in interdisciplinary clinical meetings, the Environment of Care committee, the TCID Executive Committee, the Quality Management Committee, and other committee and group activities to assure communication, implementation, and results of appropriate actions. 8. Coordinates TCID nursing practice with other professionals in the field including, but not limited to, staff from DSHS Regional Local Health Operations, DSHS TB Surveillance Unit, local health authorities in Texas, academic institutions, and the Heartland National TB Center. 9. Manages the specifications and work of contractors in patient care activities at TCID including, but not limited to, the contracts for outside medical services, patient transportation, and patient specialty medical consultations. 10. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities: 1. Demonstrated knowledge of nursing techniques and procedures; of health-related laws and regulations; and of clinical diagnoses and treatment practices related to TCID's mission. 2. Knowledge of Texas Health and Safety Code law which applies to TCID operations. 3. Knowledge of current professional nursing theory and practice, particularly related to cultural and social factors affecting TCID's patients. 4. Knowledge of principles of teaching and learning. 5. Knowledge of current infection control practices and current treatment of TB and different levels of MDRTB and XDRTB. 6. Knowledge and skill in implementing age-appropriate nursing care. 7. Knowledge of data analysis techniques. 8. Skill in consistently respecting other people in variety of work-site situations. 9. Skill in leading other people at the workplace. 10. Skill in verbal, written and electronic communication to appropriately, adequately and positively convey specific and understandable information. 11. Ability to successfully supervise other people's work. 12. Ability to recognize the need for; assess and implement collaborative responses to; communicate effectively in all venues and methods; and plan, assign, and supervise the work of others to accomplish anticipated results. 13. Ability to adequately and appropriately provide, safeguard and use resources identified for direct patient care. Ability to use electronic health record technology implemented at TCID and actively use it to monitor staff documentation. 14. Ability to develop short and long-term goals and objectives. 15. Ability and willingness to work productively and constructively with others. 16. Ability to work cooperatively with people from diverse cultures, backgrounds, and settings. 17. Ability to read, write, and speak English. Registration or Licensure Requirements: Licensed to practice as a registered nurse in Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Initial Selection Criteria: 1. Licensed by the Texas Board of Nursing as a Registered Nurse. 2. Minimum of five years of documented experience in direct patient care nursing management and supervision of direct patient care staff. 3. Graduate from an accredited college or university with a concentration in professional nursing with a Bachelor's degree and a Master's degree in a field of professional nursing, preferably a concentration in nursing administration or equivalent. Additional Information: Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS OIG List of Excluded Individuals/Entities. Males between the ages of 18 - 25 must be registered with the Selective Service. Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. All applicants must be at least 18 years of age to be considered for employment at a state-operated facility.
