We are located in beautiful downtown Seattle, surrounded by wonderful views of Puget Sound and the Olympic mountains, with easy access to bus lines or underground parking, and we are currently recruiting for an HR Director.
The HR Director position is responsible for all HR functions for the approximately 85 professional employees of the Washington State Hospital Association, its wholly owned subsidiary, Washington Hospital Services and a companion organization, the Association of Washington Public Hospital Districts. This position is a full-time position with full benefits and remote work is currently available. The HR Director works closely with and reports to the Executive Vice President and General Counsel of WSHA.
Specific duties of this position include, but are not limited to:
Responsible for benefits management, compensation, recruiting, talent management, performance management, workforce planning and development, total rewards, policy formation and implementation, employee relations, leave management.
Work in partnership with senior management, especially through the HR Committee, to provide data and insight on organizational HR issues to inform the association's strategic approach to talent management.
Responsible for all recruiting activities including presenting Job Requisition and Job Description to the HR Committee for approval, creating ads and applicant sourcing, initial review of candidates, conducting background checks, extending verbal offers, creating final offer letters, and ensuring that new employee paperwork is completed in a timely manner.
Manage and have accountability for all aspects of on-boarding process for new hires including completion of Personnel Action Forms, ensuring new employee receives and acknowledges receipt of mandatory policies and procedures, completes the I-9 and submits through E-Verify system. Work collaboratively with other team members in facilities, IT and payroll as well as the supervisor to ensure a smooth onboarding process.
Manage ADP Workforce Now HRIS system, including input of data, creating reports, correcting employee information as needed and ensuring payroll has necessary information to input new hires and notify benefit providers.
Ensure that payroll has information necessary to notify benefit providers and input new hires into ADP Workforce Now system.
Manage employee separation process, conduct all exit interviews.
Ensure Employee Handbook and HR policies are reviewed and updated regularly.
Serve as resource for employees and managers regarding employment policies, disciplinary actions and employee relations matters.
Provide a safe place for employees to seek information or discuss sensitive topics.
Provide policy interpretation and education relating to HR Policies and Procedures.
Administer and manage employee leave as necessary, including FMLA, WA PFMLA, WFLA, etc.
Manage all ADA accommodation requests and responses.
In collaboration with other stakeholders, help manage Property and Casualty broker and insurance policies for WSHA.
Maintain compliant and current HR files and I-9 forms.
Manage the completion of mandatory reporting (VETS-1, EEO-1, AAP, etc.) and work with other staff to ensure HR related federal contract compliance requirements are met.
Organize and deliver employee/supervisor training using internal or external sources. Hold supervisor meetings/trainings at least once per month.
Manage mandatory employee anti-harassment training program.
Manage and monitor the annual performance review and merit raise process through ADP Workforce Now and ensure every employee required to complete a performance review also has a completed Individual Training and Development plan. Monitor the completion of the Individual Training and Development plan forms.
Ensure Job Descriptions remain up to date, coordinate salary benchmarking as needed. Conduct salary comparisons as needed.
Develop, deploy and analyze annual employee engagement survey. Present results to HR Committee. Coordinate dissemination of results.
With Payroll Administrator, manage annual benefits open enrollment process.
Collaborate with Accounting/Payroll staff to ensure employee records are accurate and complete.
Work closely with outside Brokers on Employee Benefits, Property and Casualty, and 401(k) plan to ensure effective administration of benefits programs.
Prepare and conduct Employee Benefit Broker RFPs as necessary. Analyze and present results to HR committee.
With involvement of the CFO, general counsel and others as necessary, serve as primary point of contact with insurance brokers on all aspects of organizational and employee insurances.
Complete salary surveys and federal contract-related reporting as needed.
Track key HR metrics as identified.
Respond to all HR related inquiries.
Eligible to receive HIPAA PHI for covered employees of WSHA, WHS, AWPHD as needed to resolve benefits questions or issues.
Participate in or consult with organizational committees and activities where HR presence is needed including the event and safety committee. Work with facilities and other members of the safety committee to ensure all aspects of workplace safety are addressed.

Desired qualifications, skills, and abilities
Bachelor's degree required.
A minimum of 10 to 12 years of experience with at least five years hands-on experience in human resources strongly preferred. Equivalent combination of education and experience can be substituted.
HR Certification (SPHR, PHR, SHRM-SPC or SHRM-CP) strongly preferred. If not certified at time of hire, must obtain certification within 1 year of hire.
Thorough understanding of HR best practices required.Demonstrated broad hands-on experience in multiple disciplines of HR including but not limited to managing employee benefits, leave administration, employee engagement, compensation, employee relations, talent management, policy development and implementation and training required.
Excellent customer services skills including the ability to create a warm and welcoming environment and work with diverse populations.
Ability to provide appropriate sensitivity in complicated situations and work with highly confidential issues with a high level of discretion.
Excellent written and oral communication skills.
Proven ability to remain calm under pressure.
Focus on continuous process improvements.
Ability and flexibility to successfully manage multiple priorities and projects simultaneously, self-motivated, detail oriented, organized and possess excellent follow-up skills.

HR leadership experience strongly preferred.
Ability to work successfully in a collaborative, team environment.
Proficient with MS office, Excel, PowerPoint and able to learn new systems as needed.
Proficiency with ADP Workforce Now strongly preferred.
