              Job Description

              I. GENERAL STATEMENT OF RESPONSIBILITIES

              To provide intensive support services and individual/family counseling, to supervise Youth Support Workers, and to coordinate the delivery of community resources to delinquent youth and their families as required by State of Michigan laws and applicable Service Standards for the purpose of increasing the youth’s ability to function successfully in the community at-large.

              II. QUALIFICATIONS

              • Education:

              Minimum of a Bachelor’s degree in Social Work or in sociology, psychology, family ecology, consumer/community services, family studies, family and/or child development, criminal justice or guidance and counseling.

              • Experience:

              One year of experience working with delinquent youth and their families.

              • Skills:

              • Ongoing and reliable transportation as required to make home visits and provide transportation to youth and families. Valid unrestricted Michigan driver’s license. Good driving record. Provide proof of vehicle insurance coverage on the vehicle used for transporting youth and families
              • Satisfactory MDHHS Central Registry and Police Record LIEN Check. Negative TB test and satisfactory physical exam upon hire
              • Interviews, hires, trains, orients and supervises Youth Support Workers, as directed by the Program Director
              • Actively functions as a team leader in building and maintaining the Treatment Team and in the delivery of services to clients and families
              • Meets with staff individually as a Team in order to train staff in the provision of intensive home-based services, and to discuss appropriate delivery of services and progress and progress toward the attainment of treatment goals as specified in individual service plans
              • Checks the timeliness and accuracy of all reports, letters, and any other documentation submitted by Youth Support Workers. Complies with same deadlines and standards when submitting own reports
              • Verifies that the required number of service contacts are provided by Youth Support Workers to youth and families as specified in individual service plans by reading reports and by initiating personal contacts with youth, families, court personnel, any other funding representative and collateral services providers. Complies with the same standards for own service contacts
              • Ensures that court hearings are attended, appropriate testimony is given, written reports are provided, petitions are filed, and court orders are fulfilled as directed by the Court
              • Reviews case records quarterly for completeness and compliance with Contract and Service Standards
              • Writes letters of commendation for outstanding staff performance and recommends staff for bonuses
              • Works cooperatively with other agency staff, working on assigned committees, completing special projects, and participating in agency decision-making as needed
              • Represents the agency’s programs and services in the community as assigned through interagency committees and organizations, public speaking, or by responding to community inquiries
              • Approves or disapproves and monitors staff work hours, use of personal leave time, travel and field time, and business expenses in the manner specified by Spectrum Personnel Policies and program procedures
              • Confers timely with supervisor regarding staff concerns, recommendations, conflicts or dissatisfactions
              • Keeps supervisor informed of client-related provision of service of each assigned staff
              • Enforces and complies with standards and procedures which support the preservation of client confidentially
              • Maintains an effective system of tracking youth in service, behavioral goal plans, monthly and quarterly reports, court hearings, and any other service event in order to ensure compliance with funding and Service Standard requirements
              • Provides monthly or other statistical reports to the Program Director as required
              • Assists in the maintenance of the Management Information Systems by providing information, entering data on the computer and generating reports as required

              • Knowledge:

              • Develops and monitors individual service plans in conjunction with other members of the Treatment Team; reads, corrects and assists in the rewriting of service plans, letters, reports and petitions written by Youth Support Workers
              • Maintains accurate records within specified time frames, e.g., support plans, treatment plans, narrative notes, team meeting recommendations, court orders, and reports, termination reports and contact sheets as required by Service Standards, agency or program policies and procedures
              • Interviews youth, family, community resource people and others significant to the case
              • Travels to various locations as needed to facilitate the accomplishment of the Support Plan
              • Develops and leads treatment and recreational groups for youth and/or parents
              • Prepares and submits required status reports and petitions
              • Provides direct service as needed to ensure continuous supervision of youth in service as required by funding bodies and Service Standards
              • Participates in a system of 24-hour staff availability to assist clients in crisis
              • Flexible scheduling, which is able to accommodate clients and families schedule
              • Provides ongoing consultation and problem-solving assistance to staff and collateral resources, and community inquiries as needed by telephone and in person
              • Keeps all members of the treatment team and collateral or funding agencies informed of case progress of any changes in the case situation or individual support plan working cooperatively with all affected Spectrum and collateral agency or funding staff
              • Makes appropriate referrals to Protective Services according to the Child Protection Law, ensuring that all agency personnel fulfill their legal responsibilities
              • Reads, stays familiar and complies with all Service Standards applicable to the intensive in-home service programs, e.g., Michigan Department of Health and Human Services Manual Items, Program Manual, Master Contract, Juvenile Court procedures, contract language etc.
              • Continuously reviews Services Standards with YSW’s, applying standards to day-to-day case decisions, support plans, and individual service plans
              • Prepares for, attends and actively participates in all meetings, trainings, and workshops, including but not limited to: Unit meetings, Supervisor meetings, in-service training, Parent Groups, recreational outings
              • Produces written reports and letters that are organized in thought, display correct grammar and spelling, and employ professional language, meeting Service Standards for content
              • Identifies training needs of staff, providing oral and written evaluations upon request
              • Initiates and provides training to staff and clients based on identified needs
              • Attend and participates in all required or assigned training and conferences
              • Assists staff in meeting their professional expectations within the context of organizational goals and objectives

              III. DIRECTLY SUPERVISES JJDRA Youth Support Workers

              IV. GENERAL RESPONSIBILITIES

              • Completes all tasks and duties as assigned by Spectrum administrative staff
              • Complies with all Spectrum Personnel Policies and Procedures and with all other agency and program policies and procedures

              V. SPECIFIC DUTIES

              • Accept program referrals
              • Provide backup for YSW
              • Oversee program operations related to the family’s entry and participation in the program
              • Provide individual supervision to YSW, assisting them in coordinating activities toward family goal achievement
              • Facilitate weekly team meetings with YSW
              • Provide services to families as back-up for YSW, as needed
              • Accompany YSW on home visits a minimum of once per month
              • Orient and train new YSW
              • Manage staff work schedules, ensuring appropriate back-up coverage and 24/7 availability
              • Maintain regular contact with referring staff to build a collaborative approach to the delivery of services for families, including coordination of 30-day family and team conferences throughout each case
              • Monitor to assure the completion of case documentation and follow-up, including collecting data on service delivery of face-to-face-contact hours (traditional and non-traditional)
              • Ensure YSW provide a wide range of goal-directed services to the youth and family to support the MDHHS case service plan and court orders
              • Review and approve, by signature, all referrals, Community Based Support Plans and Termination Reports on cases assigned to YSW
              • Provide reports as required by MDHHS
              • Review a minimum of two cases per year, per YSW
              • Maintains assigned manuals by filing new materials and keeping in the office; uses keys, gate cards, identification cards, beepers, office equipment and supplies, and all other assigned property appropriately; informs Director immediately if assigned property is lost, stolen or broken; return all assigned property in good repair upon termination of employment
