Position Description XLA is looking for a Technical Writer that will support claims policy appeals operations. This requires a full-time hands-on Technical Writer with strong technical editing, proofreading, and formatting skills to maintain and support NFIP documents. This team writes appeals decision memos, to be reviewed and approved by FEMA, in the editorial review queue within Pivot, and must be experienced in using the issue - rule - analysis - conclusion (IRAC) format. The work that the Contractor will perform will be UNCLASSIFIED. It should be noted that a substantial amount of data is considered Personally Identifiable Information and must be treated as such. Additional Responsibilities include: * Support in developing and maintaining a repository in SharePoint or FEMA folder of completed decision memos, with metadata/tags for ease of reference and ability to quickly recall through a search. * Requesting claims files, uploading the documents and synopses and facilitating the reviews of these files. * Monitor and report on policyholders with active appeals who file suit. * Track all incoming correspondence * Support the maintenance of the FEMA Appeals email inboxes, including logging and responding to status requests from policyholders, when appropriate. There are currently two inboxes. * Support the implementation of a Flood Insurance Appeals web portal for policyholders that enables policyholders to Directly enter their appeals into Pivot and learn in real-time whether their appeal meets the eligibility requirements (e.g., within 60 days of denial; copy of denial letter included, etc.). * Provide NFIP expertise to support and review documents or language for accuracy, participate in meetings, provide recommendations, etc. with FEMA stakeholders. * Support the training of WYOs and NFIP Direct contractor, upon their receiving access to the Pivot Appeals application. * Provide editing support, including a write-editor and a line editor to ensure that the products meet government standards of writing in plain English language and are consistent with GPO Style Manual. * Ensure artifacts have no spelling, grammatical, or punctuation errors and are precise, concise, and reflect agency values, clear writing, and exemplary professionalism. * Translate complex technical material into simple, clear explanations or instructions. * Creating manuals, technical bulletins, and other materials as designated or required, and review material for accuracy and consistency. * Experienced in using the issue - rule - analysis - conclusion (IRAC) format. * Able to communicate, facilitate and work clearly and concisely with product owners, stakeholders, clients, and other contractors * Support FEMA with a focus on the NFIP world-class service goal with quality, process, and service excellence * Assist to ensure that the Claims Appeal claim files and synopsis requests to WYOs and the NFIP Direct, which must be complete within one business day of receipt and assignment in Pivot are prompt. Track and assist as necessary to ensure that a final draft decision memo which must be delivered to FEMA within 21 calendar days after assignment in the Editorial Review queue, meets the deadline. * Cultivate a quality, service-focused environment that provides FEMA quality products and services. Requirements Requirements: * Education: BS, in Communications, English, Graphics Arts, or similar * Certification: Microsoft Office Specialist (MOS) Expert certifications, Microsoft Publisher certification, Adobe Certified Expert (ACE) certifications, or equivalents (preferred) * Highly ethical, organized, energetic, creative, passionate, and work well with others * Excellent verbal and written communication skills with team and client * Years of Experience: 6+ years of relevant experience, preferably P&C c laims handling writing letters to Claimants citing policy language * FEMA flood insurance experience or training is a plus Clearance Requirement: The ability to obtain a FEMA Security Clearance.
