Overview / Job Responsibilities: The ideal candidate will: * Provide leadership and guidance, to overall program management vision, and senior executive consultation in support of Tactical Air Land Maritime Enterprise Communications (TALMEC) Modernization Programs and other * Guide project execution consistent with the TALMEC Strategic and Program Management plans; provide assistance with DHS and CBP initiatives that relate to TALMEC; and assist in reviewing quarterly reports, address variances, and provide impact statements. * Proactively support the Government by outlining and executing the program's mission, vision, goals, and objectives * Consciously support the Government in developing a plan for spending and usage of allocated budget dollars * Support the Government program and project management activities to organize, direct control, and coordinate the TALMEC * Be able to develop and manage the business case/technical investment that maximizes the capability within DHS * Communicate project portfolio progress to all stakeholders * Support the Government to provide project planning coordination, manage communications, and ensure compliance with the DHS and CBP Capital Planning and Investment Control (CPIC) processes in accordance with the DHS Acquisition MD 102-01. Minimum Qualifications: The model candidate will have: * Ten (10) or more years of experience * US Citizenship * Expertise in Microsoft Office tools (Word, Excel, PowerPoint, and MS Project) * Experience providing internal/external consulting services to management and technical staff in managing IT investments and solving complex IT project management issues in accordance with federal laws, regulations and procedures. * Practical knowledge of and experience with supporting project management office operations regarding the management, planning, implementation, and all phases of the capital planning process. * Working knowledge of process improvement and re-engineering methodologies and principles as applied to process modernization projects. * Proven experience in activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. * Knowledge of SDLC, Capital Planning (CPIC), Earned Value Management (EVM), JIRA and the federal IT budget process. * Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
