We are currently looking for an experienced Director of Healthcare Privacy & Information Security to join our dynamic Compliance team.  Things are exciting at Optum as we are experiencing unprecedented growth, and looking for someone for our Eden Prairie MN based team (though other UHG locations in the Southwestern United States may be considered for a stellar candidate - Phoenix, Las Vegas, San Diego, Los Angeles, or Salt Lake City).  Ideal candidates will have significant hospital or provider operations experience, 2+ years of experience leading Privacy & Information Security programs, 1+ years of management experience, and be able to travel up to 25% of the time.

 

The Director of Healthcare Privacy & Information Security will report to Optum360's General Counsel and Compliance & Privacy Officer, and lead the organization's efforts to develop, implement, and maintain a program to secure the data and insure the privacy and protection of patient, provider, employee, and business information in compliance with Optum360's privacy and data security policies and procedures, all as required by the HIPAA privacy and security rules, the HITECH Act, the FTC Red Flag Rule, Payment Card Industry Data Security Standards, and other applicable regulations and laws (including applicable state laws). The Director of Healthcare Privacy & Information Security works with management and customers to define the strategy and provide direction on Optum360's privacy and data security framework and processes based on an assessment of risks in the context of Optum360's business activities. 

 

The Director collaborates with Optum360 legal counsel to monitor or interpret the requirements of HIPAA and other applicable federal and state data security laws and regulations. This position receives complaints and requests for further information regarding Optum360 privacy, data security policies and notices; in collaboration with Optum360 legal counsel, oversees privacy and data security incidents and investigations. The Director provides guidance to Optum360 senior leadership on required state and federal reporting and notification involving breaches of confidentiality, and monitors compliance of such. The Director of Healthcare Privacy & Information Security monitors and interprets the transaction standards and code set requirements of HIPAA, develops HIPAA compliance strategies, receives complaints and requests for further information regarding HIPAA transactions, coordinates investigations involving HIPAA transactions, and monitors compliance.

 

 

Requirements

 

We are seeking candidates with the following qualifications:

 


  • Bachelor's degree required: post-graduate degree preferred.

  • 7+ years of experience with increasing responsibility in an administrative, financial or clinical position in a health care system.

  • Minimum of 2+ years of working experience in one or more areas of healthcare Information Security & Privacy; 5+ years preferred.

  • 1+ year of management & direct supervisory experience preferred.

  • Active participation in an Information Security or Privacy related professional organization(s) is preferred.

  • Professional certification in healthcare Information Security & Privacy is a plus (HCISPP, CHPS, CHPC, or similar).

  • Knowledge of information technology, health care applications, and data security program implementation techniques and procedures.

  • Knowledge in data security laws, access, release of information, and release control technologies.

  • Knowledge of hospital protocols and procedures.

  • Working knowledge of functional relationships between departments within a healthcare or similar environment.

  • Knowledge of Joint Commission, HIPAA, Title 22, NIST, and ISO 270002 standards.

  • Demonstrated competence with personal computers, portable data devices, networks, and Microsoft Office.

  • Knowledge in conducting forensic investigations, and familiar with evidence collection and preservation requirements.

  • Ability to communicate with individuals at varying levels of the organization, from the Executive level down to a technical level as required.

  • Ability to lead large teams of individuals at varying levels of the organization to insure policy compliance.

  • Knowledge of privacy program implementation techniques and procedures.

  • Knowledge of privacy laws, access, release of information, and release control technologies.

  • Working knowledge of functional relationships between departments within a healthcare or similar environment.

  • Ability to communicate clearly, both verbal and in writing English, including the ability to present ideas and concepts effectively across organizational levels.

  • Ability to manage multiple priorities and projects simultaneously.

  • Objective, collaborative approach. Ability to function effectively in a dynamic and challenging environment and to affect change, if necessary.

  • Demonstrated ability to analyze problems and issues from a variety of perspectives and to understand legal, compliance, risk, and financial impact of decisions.

  • Ability to travel up to 25% of the time, as may be required.

  • Adept at understanding complex concepts and situations presented by the business environment.

  • Demonstrated ability to think strategically and to proactively manage implementation of broad-based as well as specific initiatives.
