General Summary: The Lead In-Person Assister (LIPA) assists with daily oversight of their assigned Enrollment Assistance Center (EAC) and related Co-location operations. The Lead IPA is also responsible for delivering education, participating in outreach events, and providing in-person assistance for individual consumers, families, and small businesses seeking to enroll in Qualified Health Plans through the Health Insurance Marketplace provided by Affordable Care Act.
Responsibilities:
1. Work one-on-one with consumers needing assistance with the Health Insurance Marketplace.
2. Communicate and coordinate with Site Supervisor assist with facility oversight related to the functions of the EAC during Open Enrollment.
3. Provide consumers with unmatched customer service with a consistent display of professionalism.
4. Provide all services in a manner that is culturally and linguistically sensitive to meet the consumer's needs.
5. Assist with outreach events to promote the Enrollment Assistance Center (EAC) as needed.
6. Work in the EAC/co-location satellites and travel to special enrollment events.
7. Deliver general education about the Affordable Care Act and Healthcare Exchange.
8. Assist consumers through the application process, eligibility determinations, and plan selection.
9. Refer consumers with appeals, grievances, and complaints to the appropriate agency.
10. Ensure adherence to the posted schedule of all staff members.
11. Understand and follow federal laws on privacy and security of personal identifiable information (PII) as trained.
12. Quality control of data collection and reporting.
13. Answer incoming phone calls, set up appointments as needed, facilitate waiting area, and perform greeter responsibilities.
14. Always display great professionalism and personal ethics.
15. Assist in leading, communicating, and coordinating with approx. 15 employees, conduct and maintain professional environment at all times; including being an exemplary role model of behavior and performance.
16. Accurately record required data in QMART.
17. Complete a minimum of one quality scorecard on each IPA weekly as directed by SRA Supervisor.
18. Maintenance and inventory tracking of all Center equipment including but not limited to laptops, cell phones, tablets, and hotspots as requested by Site Supervisor.
19. Complete a minimum of 11 consumer enrollments into a QHP/week.
20. Be in compliance with and ensure all staff in in compliance with all SRA Standard Operating Procedures (SOPs).
21. Other duties as assigned.

Qualifications:
* Minimum of two years' experience coordinating the assignment of tasks to team members;
* Computer literacy
* Excellent written and verbal communication, organized, and efficient with time management.
* Knowledge of Health Insurance Industry/Healthcare delivery systems preferred.
* Experience with community engagement, partnership building, and networking.
* Ability to prioritize multifaceted tasks
* Bilingual preferred based on market demographics
* Working a flexible schedule including evenings and weekends
* Excellent Customer Service Skills
* Ability to work with a diverse population
* Background in sales and/or promotion (preferred)
* Ability to Travel
* Reliable transportation to get to and from place of work.
* When travelling to outreach or community events using your own personal vehicle, a valid driver's license, registration, and car insurance is required.
* Individuals will be reimbursed for miles traveled to events outside the EAC, as allowed in mileage reimbursement policy.
* Free from any conflicts of interest as required by CMS
