Job Title: Controller Requirement: Bachelor’s degree in Accounting

JOB DESCRIPTION:

Controller will be directing, administering and coordinating Company policies and procedures related to finance and investment management, safeguarding of assets, and compliance with internal controls.

The Controller is responsible for the general ledger, accounts payable, accounts receivable and payroll systems; program accounting functions including budgeting and financial reporting to funding sources; supervises accounting staff; and coordinates and plans year end audit functions.

POSITION RESPONSIBILITIES

Specific responsibilities include, but are not limited to:
Manages the overall collaborative fiscal reporting system. Supervision of tasks required to record and/or process all accounting information included but are not limited to, cash receipts, cash disbursements, bank reconciliation’s, cash management, maintenance of the general ledger, tax compliance, tax preparation and completion of the annual audit.
Responsible for the preparation and analysis of all internal and external financial data related to the agency’s operations, including budgets, forecasts, financial statements, monthly, quarterly and annual reporting.
Conduct all payroll and benefits functions.
Communicates financial conditions and requirements of the agency to all appropriate parties including the Executive Director, Board, management staff, employees and outside constituencies.
Analyze and prepare monthly financial reports and submit reports to RaB’s fiscal agents as needed.
Assists and/or educates agency staff and others regarding the research, development and financial feasibility of current and future projects.
Develop grant budgets and oversee grant modifications as necessary.
Establishes all financial policies, procedures, and systems including accounting systems for the reporting and control of accounts receivable, accounts payable, fixed assets, inventory, purchasing, real estate operations, general ledger, payroll, budgeting, forecasting, cash management and internal management of all departments, ensuring compliance with all fiscal conditions.
Consults with the Executive Director, relative to planning, policy, and overall financial direction.
Develops functional financial plans, prepares program and agency budgets, and recommends objectives and priorities.
Monitors unrestricted and restricted investment portfolios in accordance with Board policy to ensure appropriate risks and rates of return and compliance with all applicable rules and regulations.
Prepares and/or oversees the preparation of invoices to funding sources; reports; and other correspondence.
Ensures contract compliance, including interpreting and monitoring contracts with sponsors, submitting required reports, and monitoring covenants and other contract terms.
Manages external vendors, banking and investment relations. Establishes creditability and sustains a positive, productive relationship with the lenders.
Analyzes and monitors the job cost system, assists in the development of various allocation methodologies, including personnel allocation, and applies the allocations developed to the related expenditures.
Trains, supervises, and evaluates assigned personnel to ensure necessary competency in the implementation of financial and administrative activities.
Participates in presentations to the Finance Committee, the Board of Directors and the Executive Committee as requested.
Provides financial training to technical personnel and subcontractors in financial matters as necessary.
Responsible for administrating of the computerized accounting system.
Assists in the coordination of activity with outside auditors. Prepare schedules to assist auditors in the completion of their fieldwork and in their analysis of systems.
Ability to make effective presentations to managers and directors
Ability to communicate effectively in both written and oral form
Ability to travel and, if necessary, attend out of town meetings or conferences which require overnight travel; in addition, attendance at industry conferences, training programs, and office retreats discussions will require out of town/overnight travel.

Performs other related duties as assigned.

REQUIRED QUALIFICATIONS:
Grant accounting experience preferred

Strong financial planning and analytical skills and experience and the ability to work closely with and support the ED, Board and other executives in strategic development and implementation.
Experienced in using Intuit QuickBooks Enterprise Solutions.



EDUCATION and/or EXPERIENCE

Bachelor’s degree (Accounting/Finance) with experience as Financial Manager preferred.

Certified Public Accountant and MBA is preferred.

A minimum of 3 years of progressively responsible financial management experience, including at least 1-2 years in a supervisory or managerial capacity in a not for profit agency.

SUPERVISORY RESPONSIBILITIES
Directly supervises all employees and volunteers in the finance department.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees and volunteers; planning, assigning, and directing work; appraising performance; rewarding the disciplining employees and volunteers; addressing complaints and resolving problems.

LANGUAGE SKILLS
Ability to read, analyze and interpret technical procedures, procedure manuals, government regulations, technical articles, general business contracts, requests for proposals and general business periodicals. Ability to write in an effective, concise manner, ability to communicate effectively orally and in writing, present information to groups of various backgrounds, and respond to questions.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to work independently, exercise initiative and good judgment, solve practical problems and deal with a variety of variables in situations where only limited or no standardization exists, and interpret a variety of instructions furnished in written, oral, diagram or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
