The proposal manager leads and manages UnitedHealthcare Community & State (C&S) proposals throughout the entire development process from pre-RFP preparation through submission.


 


Primary Responsibilities:



  • Coordinate proposal development activities including working with national senior leaders, health plan leaders, proposal writers and SMEs to draft proposals for new and existing State partners

  • Review RFP and related documents furnished by the procuring agency; analyze to understand and capture specific operational, administrative and proposal requirements

  • Lead staff effectively in a fast-paced, deadline-driven, and complex environment

  • Distribute work assignments to proposal team members; set team member expectations; review work; provide feedback and ensure that final product meets C&S standards and RFP requirements

  • Plan and facilitate team meetings associated with the project, including kickoff and orientation, SME training, proposal review meetings and other miscellaneous status/decision-making meetings

  • Contribute ideas regarding business solutions based on own ideas, experience and research

  • Ensure final document is compliant with RFP requirements, including all direct, derived and implied requirements; ensure that work by the team is completed according to defined deadlines

  • Collaborate with the proposal production team to address proposal layout and publishing issues, and to provide concepts for creating supporting graphics for proposals

  • Serve as the primary contact between C&S and the agency procurement officer during the procurement

  • Lead and/or facilitate final proposal production efforts, including printing, assembly, quality assurance, packaging and shipment

Requirements

Required Qualifications:



  • 5+ years of experience leading and developing proposals and responses to RFP requests

  • 3+ years of related business experience in composition/preparation of proposal content, business analysis, market research and operational planning

  • 3+ years project team lead experience with ability to mentor and coach team members

  • Strong leadership, interpersonal, communication, negotiation, critical thinking, analytical and decision-making skills

  • Ability to managing a variety of complex projects while driving momentum and outcomes on key projects and business objectives

  • Organizational and personal influencing skills - create, build and maintain relationships that enhance the performance of the business, including those outside direct control; obtain commitments from individuals or groups to ensure organization's success; ability to influence individuals at all levels of the organization

  • Exhibit strong relationships with internal customers to produce high-quality work; focus on understanding the needs of the customer and manages to the customer's expectations

  • Strong organizational, planning, coordination and project management skills; complete multiple projects under extremely tight time frames with little to no supervision

  • Demonstrate initiative and a strategic business focus

Preferred Qualifications:



  • Bachelor's degree

  • 7+ years of experience in professional and management roles within a health care administration or health care payer environment

  • Medicaid and healthcare experience
