Summary:

In coordination with Project Operations, Maintenance, Engineering, Pump Station and Collection Departments the incumbent will be responsible for the development, operation, maintenance and oversight of the project Geographic Information System (GIS) ensuring proper usage and maintenance of the System in accordance with client/contract requirements while maintaining compliance with all Corporate and Regulatory environmental, health and safety rules and requirements.

Dimensions:
  • Responsible for the administration of the GIS System related to the Managed Assets
  • Responsible for the implementation of digital system information and applications throughout various project departments
  • Responsible for maintenance of the System, reviews and analyzes data and information, provides recommendations and feedback to Managers and Supervisors
  • Responsible for ensuring proper utilization and compliance with all project policies and procedures in accordance with client requirements
  • Supports Operations, Maintenance and Engineering by keeping System management database current
  • Provides training, technical assistance and support for the Collection System Management and digital information application
  • Assists Project Management with preparation of regulatory, client/contract and corporate reporting requirements.
  • Assists Project Management with inventory/cost controls, financial and budgeting requirements
  • Assists Project Management with setup and maintenance of operations, maintenance, and safety programs
  • Assists Project Management with all efforts related to Contract Compliance
  • Assists Project Management to develop a culture of focus and engagement at the project to achieve EH&S excellence
  • Assists Project Management with all efforts related to project/corporate and regulatory environmental, health and safety policies and procedures
  • Work closely with client/customer, vendors and contractors ensuring professional, courteous, prompt service and satisfaction
  • Assist in management of equipment, materials and supplies purchasing and inventory
  • Assist project with compliance with all Corporate and Regulatory requirements


Nature & Scope-Principal Areas of Responsibilities:
  • Work with all project Departments, Engineering, and Contractors in coordination of projects
  • Assist in the development of the Geographic Information System
  • Researches, develops, and implements standards for GIS systems, including but not limited to databases, applications, and training programs
  • Produces GIS files and outputs for mapping, engineering projects, and presentations
  • Enhances and promotes the utilization of GIS through technical support for other team members on a daily basis
  • Work with raster and vector data, perform spatial analyses including queries, create layers, define coordinate systems, join and relate database files, import excel files and create map points from the data within them
  • Ensures the company digital system information, distribution system asset database and system maps are accurately updated and kept current
  • Ensures the databases are updated and maintained as required
  • Provides training to field personnel for the rollout of the GIS onto personnel computers
  • Develops and produces information and reports for project management and departments as requested
  • Participate in the development and compliance of operating policies ensuring compliance to all environmental and safety rules
  • Assure work is performed in a safe and professional manner by following all corporate and regulatory policies, procedures, and emergency response procedures.
  • Operate company and client owned vehicles
  • Proficient in the operation and use of various hand and power tools
  • Carries out other duties as assigned


Required Skills

Education/Equivalent:

  • High School diploma or equivalent, Bachelor’s Degree in Business Administration or related field, (or equivalent experience)

  • Can be substituted for Trade School/Military Service or Technical School

  • Valid NYS Driver’s license and the ability to meet risk management guidelines

    Special Skills/Abilities Needed:

  • No physical restrictions that would prevent them from performing physical labor

  • Excellent interpersonal and communication skills, and the ability to develop and maintain good working relationships with client, public, employees, etc.

  • Excellent reading, math, writing, scientific, and verbal communication skills

  • Excellent organizational, work scheduling, and prioritizing skills, ability to work simultaneously on several projects

  • Ability to manage projects and adhere to budgets

  • Ability to read and interpret data from maps, engineering drawings, blueprints, gauges and graphs

  • Ability to understand/execute written and oral instructions, read/understand complex technical instructions

  • Ability to read, interpret, and record data from meters, gauges, scales, panels, and computer consoles

  • Ability to interpret service manuals and drawings and write SOPs

  • Ability to operate computer systems and facility main control systems

  • Excellent troubleshooting/problem solving skills, provides input for corrective actions

  • Proficient in Windows, MS Office Suite, Access, SQL Server, Oracle, UML Tools, ArcInfo 10.x, ArcEditor 10.x, ArcView 10.x, ArcGIS Extensions, Model Builder, ArcPad, GPS Unit, VBA for ArcGIS, ArcSDE, ArcIMS, Autodesk, and other computer based systems

  • Knowledge of barcoding and CMMS/EAM Software for GIS Software interface

  • Working knowledge of both manual and automated systems and computer operations to be capable of performing the utilization and training associated with this position

  • Knowledge of wastewater collection and treatment processes, equipment and systems

  • Must have the ability to maintain effective working relations w/management, supervisors and staff

  • Must have the ability to make decisions with little or no supervision

  • Must be able to communicate well w/individuals at all skill, knowledge and experience levels

  • Must be able to lead by example, lead, train and mentor staff and team support personnel

  • Must have the ability to shift priorities frequently and effectively perform under any conditions

  • Must be able to work closely with local contractors and vendors

  • Must be able to work as a team in a teamwork-oriented environment

  • Must be safety conscious and able to work independently with little or no supervision

    Required Experience

    Work Experience Needed:

  • Low to Mid-Level 2-5 years’ Utility experience, with specific experience in mapping and GIS development

  • Experience working in the Wastewater Industry or related field preferred
