Optum, part of the UnitedHealth Group family of companies, is looking for an experienced Compliance Consultant for Medicare Marketing & Sales to support the Distribution Services business segment. Candidates should have direct experience with Field Marketing Organizations (FMO) or sales agents/producers licensed to sell Medicare Advantage products. Ideal candidates will have experience in a compliance role, have knowledge of Medicare Advantage plans, state producer licensing requirements, have experience working with FMOs and or insurance sales agencies, and will have strong project management experience.


 


Ideal candidates will work from one of our UHG locations across the country, but there is the possibility of considering a telecommuting relationship with a stellar candidate.


 


The Compliance Consultant is an individual contributor role responsible for supporting all aspects of the compliance program with focus on Medicare Advantage marketing and sales functions. As a key member of the Compliance Operations team, this position provides general compliance support and oversight within assigned markets and businesses, and serves as a first point of contact for employees on compliance matters. The Compliance Consultant will work with assigned markets and businesses to implement standard policies, procedures, processes and best practices to promote compliance with applicable laws.


 


Primary Responsibilities:



  • Develop/maintain product, regulatory, and operational knowledge for assigned businesses

  • Deliver targeted compliance training and communications

  • Conduct compliance reviews of marketing materials & campaigns for provider groups, sales agencies and Optum Marketing

  • Review new/modified products and services to assure regulatory compliance

  • Conduct and/or provide subject matter expertise for compliance investigations, assessments, audits and reviews

  • Oversee the investigation of allegations of improper sales agent conduct and oversee corrective action plans as necessary

  • Provide audit support for internal and external customers

  • Oversee remediation and corrective action plans, resulting from audits, investigations, compliance reviews, and self-identified issues

  • Provide counseling and support for key regulatory implementation initiatives

  • Oversee and review operational policy and procedure development as needed

  • Deliver periodic compliance reports to leadership

  • Interface with client compliance officers and regulators as needed

  • Conduct acquisition due diligence and manage compliance integration of acquired entities

Requirements

Required Qualifications:



  • Bachelor's degree

  • 5+ years of experience working in a regulatory and/or compliance role

  • 3+ years of experience with Medicare requirements, including sales and marketing regulations

  • Ability to engage business partners and to influence without direct authority

  • Ability and drive to enable business innovation in a highly regulated environment

  • Strong project management experience and ability to handle multiple priorities

  • Experience working as a Subject Matter Expert in a large, highly-matrixed organization, working with various business segment and/or stakeholders

  • Proven ability to think strategically and to translate strategic directives into tactical initiatives

  • Proven ability to drive cross-functional teams to deliver operational compliance

  • Adept at understanding complex concepts and situations presented by the business environment

  • Ability to assess complex problems and provide the appropriate compliance solutions

  • Objective, collaborative approach; ability to adapt in a dynamic and high-growth environment

  • Exceptional written and verbal communication skills

  • Superior analytical, organizational and problem solving skills

  • Experience managing multiple projects/tasks

  • Proven history of successful results in managing issues and driving strategic program initiatives

Preferred Qualifications:



  • Post-graduate degree

  • Strong understanding of Medicare Advantage plans and requirements

  • Understanding of HIPAA and state privacy laws
