Manager Data Warehouse and ETL Development – Eden Prairie, MN

This technical leadership position will lead development team dedicated to acquiring, integrating and using administrative (claims) and supplemental (EMR, immunization etc.) data for quality programs (HEDIS, View360, M&R STAR, and Value-based Reimbursement).

We have an immediate opening for a Manager Data Warehouse and ETL Development for the OptumInsight Solution and Technology division reporting into Director of Technology Delivery for Healthcare Measurement Portfolio – part of Optum Data Management (ODM). Ideal candidate will be an enthusiastic problem-solver who is comfortable taking charge, making good decisions and formulating creative solutions to business and operational problems, all while handling multiple tasks simultaneously and managing team of 10-15 on/offshore development resources. Primary Job Responsibilities:

• Serve as development lead on Solution Design and Delivery team with healthcare measurement and engagement portfolio (HCME)
  
• Manage, mentor and develop onshore development resources and provide project related directions to offshore team
  
• Partner with other competency leads (BA Manager, QA Manager, Ops Manager and project managers) for project planning, resource assignment, technical design, development and solution deployment
  
• Perform impact analysis of the selected solution (from RSA process), define work packages for the project scope, identify development deliverables and tasks, assign appropriate resources and track / report progress on development deliverables
  
• Oversee large, multi-system projects across several capabilities and organizations
  
• Acting in a technical SME role, support development, QA, and production support teams in SDLC and operational activities
  
• Identify opportunities in business processes, system capabilities and delivery methodologies for continuous improvement

Required Qualifications:

• 8+ experience in systems analysis, data analysis, software design, or a combination of roles within SDLC lifecycle
  
• 5+ years of recent and hands-on data management and BI experience with DataStage ETL toolset and Unix/Linux environments
  
• 5+ years of experience as a SDLC functional lead (development lead, lead system analyst, solution architect, tech lead etc.)
  
• 5+ years of experience working in a matrixed business/technical enablement organization
  
• 5+ years of experience managing small development team of 5-7 development resources with specific focus on planning, supervising and reporting team's work

Preferred Qualifications:

• Health care (payers, providers, or pharmacy benefit management) experience
  
• Experience with Value Based Engineering (RSA) methodology or equivalent
  
• Experience with Data Modeling techniques, database design and business intelligence tools
  
• Extensive knowledge of relational databases principles and structures
  
• Experience with additional industry standard ETL tools (Pentaho etc.)
  
• Experience and familiarity with healthcare measurement and delivery
  
• Advanced degree in Computer Science, Business, or IT
  
• Exposure to big data platforms (Hadoop, MS PDW, and other platforms and appliances etc.)
