Job Description:

Under the supervision of the Data Processing Manager II, California Correctional Health Care Services (CCHCS), Information Technology Services (IT), the Assistant Information Systems Analyst assists managers, project managers, and project leads with performing the less complex technical tasks in connection with various administrative and technical functions associated with IT Management and Analysis (ITMA) operations. Travel may be required due to operational needs.

40 % Assists in the development, review, and analysis of the less complex IT purchase requests including IT commodity requisitions, IT contract service requests and IT maintenance requests using Acquisition Management Services and Department of General Services guidelines,. Reviews requests for accuracy based on established guidelines. Completes the required department procurement forms and routes packages for approval. Enters required information into the Internal Tracking Request system and the Business Information System (BIS). Monitors goods received ensuring they are processed timely. Prepares reports and analyses in response to management inquiries regarding IT procurement requests. Prepares analyses regarding requests in process, costs of hardware and software.

30 % Assists senior staff with processing Telecommunication Requests for Services (Form 20). Reviews solicitation documents and bid specifications for competitive and non-competitive telecommunications packages. Tracks Form 20 encumbrances against expenditures and applies credits from vendors. Enters required information into BIS. Works with the telecommunication vendors and the Accounting Office to resolve billing issues for telecommunication services and equipment. Works closely with mobile telecommunication staff in establishing organizational telecommunications policy and administrative procedures covering voice, data, cellular and landline. Develops and maintains all telecommunication procedures in the CCHCS Telecommunications Manual. Assists senior staff by copying, logging and monitoring invoices for the federal funded programs such as Rural Health and Healthcare Connect Fund.

25 % Assists in the preparation of contract amendment requests. Gathers supporting documents, prepares a cost analysis, and develops routing instructions for packages using ITMA guidelines and state contract policies. Updates the Log and Active Contract List upon completion. Prepares reports and analyses in response to management inquiries regarding contract requests.

5 % Provides back up support for ITMA staff as required.

KNOWLEDGE AND ABILITIES

Knowledge of: Principles of public administration, organization, and management, information technology systems equipment, software, and practices, analytical techniques, technical report writing.

Ability to: Analyze information and situations, identify and solve problems, reason logically, and draw valid conclusions, develop effective solutions, apply creative thinking in the design of methods of processing information with information technology systems, monitor and resolve problems with information technology systems hardware, software, and processes, establish and maintain effective working relationships with others, communicate effectively.

DESIRABLE QUALIFICATIONS

Special Personal Characteristics: Interest in the programs and aptitude for the work required by the department.

The duties and responsibilities require a high level of initiative and good judgment. This position requires proficiency in the use of computers, Microsoft Office Suite of products, and the ability to learn Departmental policies and procedures. The incumbent must have strong verbal and written communication skills.

Knowledge of: Elementary principles and procedures as required by the hiring department.

Ability to: Operate various office machines, follow oral and written directions, evaluate situations accurately and take effective action, meet and deal tactfully with staff and the public, and apply specific laws, rules and office policies and procedures accordingly. Reason logically, write effectively, analyze situations accurately, and adopt an effective course of action, establish and maintain cooperative relations with those contacted in the work. Provide excellent customer service.
