POSITION PURPOSE:
This is a responsible supervisory position that involves administering human resources policies, programs
and practices: including planning, organizing, developing, implementing, coordinating, and directing.
Duties include formulating policies and procedures for the Human Resources Department and
recommending policies and practices to senior management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Develops and administers an effective recruitment program.
- Prepares, recommends, and maintains records and procedures for controlling personnel transactions and reporting personnel data.
- Designs personnel forms and directs the maintenance of personnel records by all departments.
- Serves as the Corporate Compliance Officer; oversees and implements ACV’s compliance with current HIPAA policies and procedures.
- Serves as Corporate Privacy and Security Officer; oversees and implements ACV security management program and ensures ACV’s compliance with the requirements of the HIPAA
Security Rule and with all privacy-related legal and contractual requirements.
- Serves as EEO specialist.
- Proposes, publishes, and administers personnel policies.
- Conducts wage and salary surveys.
- Administers classification programs, which includes classifying and reclassifying positions, and writing job descriptions.
- Accepts all applications and works with applicants and department heads; administers typing tests, spelling tests, etc., as required.
- Processes all new employees and all change-of-status forms.
- Maintains permanent personnel records.
- Provides public information such as verifying employment.
- Conducts orientation programs.
- Coordinates grievance panel nominations, hearings, and activities.
- Maintains affirmative action plan.
- Coordinates benefit program.
- Responsible for labor relations.
- Monitors unemployment claims and assists departments with appeals.
- Monitors performance appraisal programs.
- Coordinates risk management program.
- Coordinates safety programs.
- Monitors workers' compensation claims and coordinates work between employee and insurance
- carrier.
- Maintains complete attendance records.
KNOWLEDGE AND SKILLS
General knowledge of the principles and practices of personnel administration; knowledge of sound
techniques in all aspects of personnel management; knowledge of the organizations and operations of
administrative programs; ability to develop long-term plans and programs and to evaluate work
accomplishments; ability to apply and adapt practices and techniques to the special requirements of senior
management; ability to establish and maintain effective relationships with other management staff,
employees, and the general public; ability to present facts and recommendations effectively in oral and
written form.
EDUCATION AND WORK EXPERIENCE:
Eight (8) years' managerial and supervisory experience in public or private personnel management; OR
A bachelor's degree in personnel management, public administration, psychology, or education; and three
(3) years' general experience in the HR field OR
A Master's degree in Human Resource management or related Personnel/Human Resources field.
Any equivalent combination of experience and training that provides the required knowledge, skills, and
abilities.
CERTIFICATES AND LICENSES REQUIRED:
SHRM Certified Senior Professional (SPHR) preferred
