About this job

A Senior Lead Analyst (programming) in the Health Economics and Outcomes Research Division of OptumInsight, an Optum Company, will work with claims data, and other sources of retrospective and prospective data. The SLA - P is responsible for data cleaning, merging data from multiple files, applying project - specific inclusion/exclusion criteria, coding project-specific variables, and producing subject-level datasets for researchers to analyze further. The SLA - P will also participate in research infrastructure projects and testing of new data and software, and will act as a data consultant for the researchers and mentor for junior staff. 
 
Primary Responsibilities:

Programming for research studies (75%) may include (but are not limited to)

Responsibility for claims data extract and programming for required variables and creating analytic datasets by using multiple data files from different sources using SAS UNIX or PC
Communicating with Analyst and Researcher about issues in programming and providing solutions to the issues
Investigation and application of new SAS programming methods/techniques to enhance current systems and standard programming procedures
Investigation of effective and correct ways to use claims data, especially new data and data with complexity
Running feasibility studies
Creating data dictionaries
Complete project programming documentation according to department standards
Work within budgeted project hours and report progress back to project manager
Providing consultation for researchers for data features and application
Mentoring junior staff for claims data programming
Infrastructure projects (20%) may include (but are not limited to)

Leading one or more major department infrastructure initiatives 
Developing / maintaining standard programs for the department standard library.
Monitoring new data being incorporated into the NHIDB –our research data source 
Contributing to the development of the department intranet or SharePoint facility – (resources for sharing information
Documentation and training (5%) may include (but are not limited to)

Participation in maintenance of programmer manual and review with new employees
Training new employees on applications used by the department (i.e. DeCide, Ultra Edit, etc)
Training new employees on understanding working procedure and SAS programming
 

Requirements

Required Qualifications:

A Bachelor's Degree in Biostatistics, Mathematics, Computer Science, Theoretical Physics, Quantitative Social Sciences, Statistics or Information Systems
6+ years experience in HEOR, managed care, pharmaceutical or similar field
10+ years of SAS programming experience in a UNIX and / or PC SAS environment, and an understanding of complex database structures
5+ years experience with managed care / health care / pharmaceutical claims data
Competent to convert claims logic and clinical algorithms to programs
Must be able to execute multi - step data management tasks, recognize technical problems and solve with minimal supervision
Must be able to perform most tasks without supervision
Must be detail - oriented
Must be able to provide mentorship to junior staff
Must be able to communicate effectively with both technical and non-technical co - workers
