The Sr. Program Manager II provides explanations and interpretations within area of expertise.  Candidate’s work is self-directed and not prescribed, focused on less structured, more complex issues.  Other responsibilities include reviewing the work of others, and developing innovative approaches to problems.  Within the PMO, the candidate is sought out as an expert, serves as a leader/mentor and is advanced in the following aspects of project management.
 
Primary Responsibilities:

Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, , Business Vision Document, etc.)
Develop and maintain project and program plans
Identify and monitor project and program risks and issues, develop and execute  associated mitigation, contingency and recovery plans when necessary
Collect, analyze and maintain financial forecast information (e.g., labor, hardware, software), using input from applicable sources (e.g., resource managers, project managers, application planners, system architects)
Develop / contribute to project budgets and forecasts, obtaining approvals from applicable stakeholders (e.g., cost / benefit analysis, capital planning, staffing impact analysis / assessment)
Establish / apply quality objectives, criteria, standards and levels using appropriate quality management methods, with input from applicable stakeholders (e.g., key performance indicators, scope definition)
Performs complex conceptual analyses
Reviews work performed by others and provides recommendations for improvement
Forecasts and plans resource requirements
Develop, document and implement project communication plans
This role requires an individual to drive multiple work streams on programs ranging from 6 to 24 months
Individual will interact with senior leaders and must drive the program independently
Anticipates customer needs and proactively develops solutions to meet them
May lead functional or segment teams or projects

Requirements

Required Qualifications:

Bachelor's degree
5+ years of experience as a Project Manager
2+ years’ experience in tracking, planning and executing large scale programs
Proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint
Strong executive communication and presentation skills with demonstrated ability to communicate ideas clearly and concisely
Demonstrated ability to prioritize and balance multiple priorities and projects
Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities
Ability to gain acceptance for ideas, plans, actions and then implement across organizational boundaries
Preferred Qualifications:

2+ years of previous experience in an cross matrixed enterprise environment
Healthcare and / or Financial Services Experience
Familiarity with Optum and Optum’s products & services
PMP Certification
Agile Methodology
