Description

The Consumer Compliance Department at Citizens Bank is responsible for providing superior regulatory support and guidance to the Consumer Banking lines of business and for evaluating, tracking, and reporting on the state of regulatory compliance. A critical component of performing this responsibility is conducting periodic compliance monitoring of key consumer focused regulations.
Citizens Bank is seeking a Compliance Statistician to expand and enhance the analytic monitoring of the Fair Lending team. This role represents a key member of the Compliance Monitoring Team that supports and provides data and statistical analysis and reporting for fair lending risk assessment across all consumer-lending businesses. The Compliance Statistician will report to the Director of Compliance Monitoring and will work closely with teammates in the development, execution and delivery of fair lending models and statistical analysis. This role requires knowledge of predictive modeling, fair lending concepts, and analytics to develop fair lending analyses addressing exceptions, redlining, steering, and portfolio-level disparities in underwriting and pricing outcomes.
FUNCTIONS INCLUDE:
  • Designing and employing quantitative models to assist the Fair Lending team and relevant business units in examining and assessment fair lending risks in compliance with applicable laws and regulations;
  • Applying statistical techniques to streamline data collection from multiple datasets and data validation procedures;
  • Independently performing quantitative ad hoc analyses on fair lending issues, as well as accessing loan-level data from multiple data sources using SAS or SQL;
  • Preparing and presenting statistical results and data sets for analysis in support of regulatory requests and examinations – working with examiners and business units to resolve any questions related to analytical methodology or data integrity;
  • Interpreting and presenting statistical results in a clear and concise manner to senior management;
  • Collaborating with Compliance teammates and business partners in proactively identifying fair lending risks, determining root causes, and advising on potential remedial action plans;
  • Staying current of the regulatory environment and expectations through discussions with peers, seminars, webinars, roundtables presented by regulatory agencies, law firms, bankers associations, etc.;
  • Enhancing existing in-house fair lending models or techniques used to identify fair lending risks through the entire credit lifecycle, including marketing, underwriting, pricing, and loss mitigation;
  • Supporting processes and documentation in support of independent validation and ongoing performance monitoring for fair lending models assessed by internal model governance teams – periodically re-validating processes to ensure validity, efficiency, and accuracy;
  • Continuously evaluating internal and external practices, including regulatory and peer institution practices, to ensure use of "best in class" statistical and analytical methods, while adhering to regulatory requirements.
  • Such other duties as may be assigned.

Qualifications

  • Three or more years of experience in applied statistics, economics or other quantitative area, preferably in financial services or regulatory industry with proficiency in risk or fair lending modeling, credit scoring, or impact analysis.
  • Demonstrated expertise in SAS programming.
  • Proven ability to independently coordinate and complete projects, along with a demonstrated inclination to address difficult topics with unique problem solving capabilities.
  • Critical thinking and the ability to “connect the dots” of multiple data points across multiple business units to develop a comprehensive assessment of compliance risk
  • Strong, effective interpersonal and communication skills (written, verbal and listening that accurately and clearly summarizes issues and present solutions in an understandable and logical manner).
  • A team player who can manage to time-sensitive deliverables.
  • Computer proficiency, specifically MS Office (Word, Excel, Access, PowerPoint, etc.)
Education:
  • Degree in highly quantitative field, such as applied microeconomics, applied statistics, mathematics, or physics; master’s degree preferred.
