Purpose:
This position is responsible for overseeing and managing assigned cable construction activities including but not limited to plant maintenance replacements, plant corrections, forced relocations, fiber reinforcements, hub site relocations, NESC corrections, MDU rehabs, fiber splicing projects, pedestal repair/replacements, lock box repair/replacements, pole transfers, emergency restorations and retro splicing projects. This includes direct supervision of assigned construction coordinators, and technicians as well as monitoring contract labor.

Essential Job Functions:
  • Manages Construction Coordinators and/or technicians by providing assistance and guidance in problem resolution, assigning work, and evaluating performance.
  • Ensures construction projects meet all NESC, NEC, FCC local, state and federal rules and regulations and CHARTER Quality Assurance standards. Supports company EEO/AA objectives.
  • Schedules and monitors construction projects according to division goals.
  • Responsible for establishing construction schedules and priorities including emergency restoration.
  • Makes recommendations and provides input to upper management regarding special bids and projects that do not meet density or payback requirements.
  • Resolves customer/resident complaints in a timely manner.
  • Interacts and communicates with other utilities, Department of Transportation representatives, developers, builders, other Charter departments.
  • Inspects contractor work sites to ensure work quality and safety practices.
  • On call-Available 24/7 to coordinate emergency restorations.
  • Other duties assigned.

Job Requirements:
  • Dimensions include asset management as well as responsibility for capital expenditures and budgets for assigned areas.
  • Cable construction experience.
  • Good organizational skills and ability to deal effectively with government agencies, vendors, contractors, and the public, and maintain good relationships.
  • Good working knowledge of all aspects of both fiber and coaxial construction methods.
  • Must be well versed in computer programs such as MS Word, Excel, Power Points, etc. and be able to produce flow charts and other documents as required.
  • Must be able to analyze processes and procedures and make recommendations to improve customer service and efficiencies within the department.
  • Must be able to communicate effectively verbal and written, face-to-face, and over the phone.
  • Must be able to process information accurately in order to follow directions and provide direction to others. Ability to retain information.
  • Must possess a valid driver’s license.
  • Must be able to maintain customer and personnel information in a confidential manner.

Education Level:
BA Degree in related Field; or combination of Degree and related experience.


Experience/Skills Required:
Minimum of 10 years experience.
Previous management experience in major construction projects.

Communication Skill level:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Legal or Financial Responsibilities:
Requires adherence to Charter Standards of Business Conduct. Position must assist in maintaining the confidentiality of customer and business data at all times.

Supervisory / Managerial Responsibilities:
Ability to perform functions of Supervisors, as well as, delegating authority to carry out work of the unit to subordinate Supervisors.
