GENERAL DESCRIPTION:

The Nurse Manager is to maintain agency integrity, ensure the effective and efficient delivery of services, and maintain quality, compliance, and professional standards for direct care services by providing clinical oversight and guidance to nursing and direct care staff in order to fulfill the agency's mission. The Nurse Manager assures maximum utilization of direct care and nursing staff resources, and compliance with laws, standards and regulations for home care services. Supervises Nursing and service coordination staff, and uses prudence and independent judgment regarding assignments, taking disciplinary action, addressing grievances and employee performance. This position requires advance knowledge, discretion and implementation of agency policy. The Nurse Manager has HIPAA unrestricted access to client information, reports to the Chief Executive/Franchise Owner and is an Non- exempt, management staff member.

 

QUALIFICATIONS:

  • Baccalaureate Degree in Nursing or appropriate educational and nursing experience
  • Be a New Jersey Board of Nursing licensed Registered Nurse
  • Two (2) years of supervisory and community health experience
  • Must have the ability to supervise and direct the work of others and exercise discretion and independent judgment, and have exceptional communication skills and telephone manner, a teamwork attitude, decision-making skills, and ability to function in a stressful environment with multiple simultaneous demands.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES OF THE JOB:

  1. Supervise the delivery of direct service for the agency. This includes assuring compliance with all laws, standards, and program regulations and requirements, and providing clinical expertise to nursing and direct care staff and ensuring appropriate credentialing of care-giving (professionals and paraprofessional) employees.
  2. Assure maximum utilization of resources including ensuring adequate and appropriate service delivery and direct care employees is available to meet the agency’s service delivery needs, and monitoring the level of service provided.
  3. Travel to Client’s homes to perform nursing duties including nursing skills, client assessment and reassessment, and supervision of nursing and direct care employee. This work may involve exposure to blood, body fluids, or tissue (OSHA Category I) and routinely requires standing, sitting, stooping, walking up and down stairs, driving, seeing, hearing, speaking, and writing.
  4. Exercise discretion and independent judgment when hiring, disciplining and dismissing direct care staff according to organizational policies and procedures.
  5. Supervise nursing staff by exercising prudence and independent judgment regarding assignments, taking disciplinary action, addressing grievances and employee performance. This includes traveling to the client’s home to observe staff, and holding regular staff meetings.
  6. Assure all professional standards are met and that the organization remains in compliance with Accreditation, Board of Nursing, and licensing standards.
  7. Approve and sign-off on employee timesheets and other necessary other documentation,
  8. Direct and participate in ongoing risk management activities and in the annual total agency evaluation.
  9. Direct and participate in compliance audits as required.
  10. Provide support for all Professional Advisory Committee (PAC) functions, including planning for meetings, preparing reports, and maintaining PAC minutes.
  11. Maintain open lines of communication with the Chief Executive/Franchise Owner, including preparation of reports as requested.
  12. Participate in continuing education and staff in-service events.
  13. Writes and maintain computer and written records and reports in a timely manner, which includes the use of an assortment of office equipment (phone, keyboard, copier, etc.).
  14. Work is in a variety of home environments and office setting. Travel throughout the service area as necessary.

  3. Be punctual and maintain an excellent attendance record.
  4. Attend Agency meetings and training.
  5. Participate in community and professional organizations as appropriate.

  7. Assure employee satisfaction and recognition.
  8. Perform other duties as assigned.

 

WORKING CONDITIONS:

Work is in a variety of home environments and office setting. Frequent travel by car throughout the service area is necessary. Tasks involve exposure to blood, body fluids, or tissue (OSHA Category I). This position routinely requires standing, sitting, stooping, walking up and down stairs, driving, seeing, hearing, speaking, writing, and the use of an assortment of office equipment (phone, keyboard, copier, etc.).

 

SUPERVISION:

The Nurse Manager has the authority to hire, fire, transfer, suspend, recall, promote, assign, reward, adjust their grievances and discipline staff under their direction and exercises such authority with independent judgment and in the interest of the agency. The Nurse Manager directs and supervises the Registered Nurse, and Service Coordinator employees.
