Job Description Summary

Over the last eight years, Enterprise's team in Detroit has been working with local government agencies, affordable housing developers, community development organizations, and other partners to increase access to opportunity through system improvements and transformational changes to policy, programs, and investment strategies. Our major initiatives promote housing stability by preserving and producing affordable housing and tenant protections, increased capacity and organizational sustainability for community development organizations (CDOs), and cross-sector initiatives to advance economic mobility and sustainability.

The Director will oversee multiple Detroit core programs, including the Detroit CDO and Elevating CDO (ECDO) Funds, the Detroit affordable housing preservation contract, the local Faith-Based Development Initiative, and Section 4 grantmaking. This position will report directly to the Vice President & Market Leader of the Central Midwest. This position will also oversee staff, including a Senior Program Officer and a Program Officer. The successful candidate will be a highly motivated, enthusiastic, effective leader eager to support the Enterprise team and external partners. Team spirit is critical for the success of this position, as this is a small and nimble office.

One of the primary bodies of work this role will oversee is the CDO and ECDO Funds mentioned above. The Funds provide local nonprofits with multiyear, flexible operating grants and technical assistance to grow organizational sustainability and enhance their efforts to advance equitable community revitalization. These resources enable CDOs to fund critical investments in organizational systems, staff training, and leadership development and obtain customized technical assistance.

The Director will supervise all aspects of the CDO Funds, including grantmaking, evaluation, knowledge sharing, and policy development. The Director will work closely with the Vice President & Market Leader in Detroit to ensure alignment with existing Enterprise activities in the region and to ultimately advance the Enterprise's aim to improve Detroit's neighborhoods and achieve equitable revitalization. The Director will also directly manage a subset of CDOs in the Funds.

This role requires working closely with internal colleagues, including the Detroit Team and Enterprise national staff, as well as with external partners, including a funder collaborative, CDO grantees, the City of Detroit, and others.

Job Description

Responsibilities:

  • Oversee multiple of Detroit core programs, as described above

  • Lead program execution with an eye towards meeting all programmatic goals and funder deliverables.

  • Develop and advance programmatic strategies to improve Detroit neighborhoods and ensure equitable revitalization.

  • Manage program budgets inclusive of resource allocation and disbursements.

  • Partner with Enterprise's Resource Development and Communications group to actively identify and raise funds to scale core programs. Prepare fundraising progress and activity reports as required by internal customers and funders.

  • Manage relationships with a range of partners, both internal and external, including other Enterprise departments, affordable housing developers and owners, community-based organizations, public sector agencies, and private funding organizations.

  • Coordinate with national Enterprise colleagues to pursue media and communications opportunities to disseminate programmatic findings.

  • Manage external stakeholders at senior and executive levels.

  • Manage the performance of staff, with a focus on career development and DEI through goal setting, ongoing assessment, and coaching.

  • Work with Enterprise Detroit and National team colleagues to administer grants for approximately 40 nonprofits annually.

  • Work with CDAD and other partners to analyze CDO capacity-building needs and assist with designing a strategy for addressing those needs through technical assistance and local service provider partnerships.

  • Report to funders and assist with evaluation of the CDO and ECDO Funds; adapt grantmaking program requirements and reporting based on feedback from funders and grantees.

Qualifications:

  • 10+ years of experience in the fields of resident services, community development, public policy, or government. Experience in working with community development organizations is highly desirable.

  • Five+ years of management experience.

  • 4-year/bachelor's degree: Undergraduate degree: graduate degree preferred and may substitute for up to two (2) years of experience.

  • Candidate is expected to:Demonstrate strong ethics in interpersonal relations, Continually improve systems and procedures within own job, office, and organization, and treat internal and external partners with respect, honesty, and professionalism.

  • Commitment to advancing racial equity, including creating a culture of inclusivity, equity, and diversity.

  • Lived experience and/or service that informs worldviews and/or perspectives about creating social equity across race, ethnicity, language, social class, gender, sexuality, religion, disability, and other dimensions.

  • Curiosity, desire for self-improvement, passion for equity, and excitement about sharing new skills and knowledge.

  • Excellent organizational and project management skills.

  • Demonstrated ability to manage multiple projects and assignments, meet tight deadlines, coordinate, and communicate effectively among widely dispersed partners.

  • Superior written communication skills, including editing and proofreading, and experience in writing successful funding proposals, blog posts, white papers, project reports, and related deliverables.

  • Excellent critical thinking and creative problem-solving skills.

  • Excellent presentation and negotiation skills; able to represent Enterprise in a variety of settings.

  • Evidence of commitment to social and environmental justice and public service.

  • Successful experience working in a team setting, with experience working with "virtual" teams, including colleagues located across multiple offices desired.

  • Experience in designing and implementing evaluations of social programs desired.
