WHAT YOU WILL DO

The Production Analyst willmake decisionsthrough thorough evaluation and analysis. This will provide for the effective use ofloan funding, andgrant and tax credit resources for theacquisition and renovation of homeless shelters,preservation of manufactured home parks, and support of the land acquisition program along with underwritingof affordable multi-family rental housing while protecting OHCS from financial and legal risk regardingloan,grant, and tax credit funds.The person in this position will also work as a funding partner in cooperation withinternal partners from the Housing StabilizationDivisionand external partners (project sponsors, community action agencies,and/or development teams)to successfully develop, construct, operate andmaintainshelterrenovation and acquisition projectsas well as affordable housing projects.TheProduction Analyst'role in the creation and preservation of affordablerentalhousing is to allocate, control and disburse fundsfromstate and federal programs.They will mainly focus on Production Analyst duties for the Housing StabilizationDivision's Shelter Acquisition and Renovation fundingandtheAffordable Rental Housing Division'sLand Acquisition Program and the Manufactured Housing Preservation Program.

MINIMUM QUALIFICATIONS:
  • A Bachelor's degree in Business Administration, Economic, Finance, Accounting, or related field

  • Three (3) years' experience analyzing and underwriting residential, commercial, or public sector loans; or three (3) years' experience in economic or community development, project development, or as a business finance officer.

----OR----

  • A Bachelor's degree in other fields with an MBA, MPA, or MA in Management with an emphasis in general accounting, cost accounting, financial accounting, financial reporting, financial intermediation, finance, or marketing

  • Two (2) years' experience at the level of a business finance officer or senior loan officer.

  • Any combination of experience and education deemed acceptable for satisfactory job performance to the appointing authority.

DESIRED ATTRIBUTES

The most competitive candidates will possess the following attributes, experience, and knowledge:

  • Experience in multi-family real estate development.

  • Experience in Affordable Housing underwriting/lending or commercial real estate loan experience.

  • Financial analytical skills with an in-depth understanding of affordable multifamily housing finance; various funding sources, such as Low-Income

  • Housing Tax Credits, HOME, HTF, Oregon Affordable Housing Tax Credit (OAHTC), Section 8, grant programs and tax-exempt bond financing.

  • Expertise in affordable housing development rules and regulations.

  • Demonstrated awareness of racial justice, including the ability to positively influence equity, diversity, and inclusion in the workplace or a volunteer setting.

With skills in:

  • Knowledge and experience using tools and techniques of real estate development, lending, and credit analysis, and/or finance and financial Modeling.

  • Excellent prioritization and time management skills, with the aptitude to adjust priorities as needed to meet business, project management including managing multiple projects simultaneously with competing stakeholders and deadlines.

  • Excellent communication and negotiation skills. This position requires regular contact with real estate professionals including but not limited to developers, funders, investors, attorneys, other state and federal agencies and the ability to negotiate with housing developers.

AFFORDABLE RETNAL HOUSING DIVISION: PRODUCTION SECTION

The Production Section of the ARH Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, and affordable housing for Oregonians with low incomes. The Production section administers competitive processes as well as other processes to dedicate funding resources. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its financing.
