This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

The candidate selected to fill the (1) vacancy may be selected from either this Senior Hydrogeologist recruitment or from the active Hydrogeologist recruitment. Applicants interested in both the Senior Hydrogeologist and the Hydrogeologist must submit separate applications for each recruitment.

Under general direction, leads and participates in the work of other employees engaged in complex, professional hydrogeology work related to the observation, sampling, analysis, charting, mapping, and characterizing water flow across the land surface, in channels, in pipelines, in reservoirs, and in groundwater; monitors and evaluated the operation of aquifer recharge facilities from wells and basins, characterizes rock and soil in the subsurface, and performs related duties as required. Works to ensure proper operation of injection wells and recharge basins including their impacts on surrounding area; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

A Senior Hydrogeologist is the advanced journey-level professional and working-class lead in the Hydrogeologist class series in the Groundwater Recharge Section. Incumbents perform a variety of professional level hydrogeology work requiring knowledge of principles and practices specific to the professional practice of geology and hydrogeology; including geologic logging and sampling methods, environmental regulations and principles, principles and practices routine to conducting aquifer tests, and the design and construction of surface water and groundwater supply projects. In addition to performing the full range of journey-level skilled duties, incumbents serve as the working lead person of lower-level professionals and perform the more complex duties in coordinating and overseeing the work and providing training and guidance to employees engaged in professional hydrogeology work. Incumbents work with limited supervision and exercise independent judgment to ensure employees complete assigned tasks and responsibilities within a broad framework of established policies, procedures and objectives.

The Senior Hydrogeologist performs assignments that are typically broad in scope or project focused that require the ability to exercise independent judgment and initiative in achieving results and coordinating the work with other Agency departments, external consultants, contractors and entities. Independent judgement and discretion require the application and interpretation of professional hydrogeologic principles and techniques and the use of professional judgment in interpreting information and preparing reports and documents for management review. Examples of such judgement include evaluation of facility recharge performance data and provide recommendations for rehabilitation, evaluation of groundwater flow paths and forecast impacts on downgradient water supplies, evaluation of geologic and hydrologic information to recommend changes in operational strategies.

Employees in this class typically report to a Deputy Manager and provide lead work, direction, and guidance to staff assigned to the section in support of goals to operated water recharge infrastructure, and in the development and implementation of data collection needs for compliance, compliance reporting, and assessment of recharge performance.

The Senior Hydrogeologist is distinguished from the Deputy Manager in that incumbents in that incumbents in the latter class have management responsibility for the section with broad planning and administration duties.

EXAMPLES OF ESSENTIAL FUNCTIONS:

Leads, provides work guidance and direction, and participates in the work of staff; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/divisional standards; provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; estimates personnel, equipment and material requirements for assigned jobs; may order work materials and supplies; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.

Provides day-to-day leadership and works with assigned staff and contractors to ensure the proper operation and evaluation of groundwater recharge facilities. Interviews and participates in selecting new unit staff; establishes performance requirements and personal development targets; regularly monitors performance and provides training, coaching and mentoring for performance improvement; recommends performance recognition when warranted.

Performs the more complex gathering, compiling and analysis of technical data pertaining to ground and surface water quantity and quality, flow in channels, water recharge by wells and basin, rainfall and runoff, drainage areas, flood control, water facilities infrastructure, and water recycling.

Prepares, plans, implements, and evaluates static and dynamic testing of groundwater conditions including water level monitoring, flow rates, pilot testing, well sampling, lysimeter sample, surface water sampling.

Performs and evaluates field measurements to determine groundwater quality and behavior including but not limited to aquifer tests, soil and groundwater sampling, placement of monitoring wells, reviewing of well logs and other subsurface survey techniques useful in evaluating groundwater and containment transport processes.

Evaluates site conditions for conformance with regulations; performs field investigations to determine the extent of surface and groundwater influences.

Evaluates potential for surface and groundwater movement through soil and rock strata.

Reviews and evaluates laboratory analytical data for soil and water samples.

Prepares and reviews reports submitted by registered geologists, hydrogeologists, planners, and civil engineers relative to recharge operations, groundwater characterization, water transport, use, forecasting, and development. Prepares and reviews geological reports containing drilling logs and descriptions of geological formations, well construction, groundwater occurrence, water quality, flow gradients, maps representing groundwater conditions, and the results and methods of groundwater modeling.

Responds to requests for water related public information from consultants, County and member agencies, Agency staff or interested persons. Communicates with stakeholder agencies in person, in meetings, over the telephone and in writing to provide updates.

Participates in permitting and environmental review related to groundwater issues, recharge issues, and development of water supply projects.

Safely operates a variety of Agency vehicles and equipment on various surfaces and remote locations (e.g. large and small trucks, trailers, generators, and pumps).

Participates in the preparation of the departmental budget; review, analyze, and complete budgets of various programs or divisions; explain needs and provide justification for items; review and decide on expenditure requests and budget variances.

QUALIFICATION GUIDELINES:

Education, Training and Experience:

Graduation from an accredited four-year college or university with major coursework in hydrogeology, geology, engineering, mathematics, physics or a closely related field, and at least five years of progressively responsible hydrogeologist experience in a groundwater recharge program, well injection, groundwater basin characterization, well construction, and groundwater modeling; or an equivalent combination of education, training and experience.

Licenses; Certificates; Special Requirements:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Registration as a Professional Geologist (PG) in the State of California is required.

Registration as a Certified Hydrogeologist (CHG) in the State of California is required.

Knowledge of:

Advanced principles, methods, practices, and techniques in modern hydrogeology used to evaluate surface and subsurface flow conditions, including the construction of wells for pumping, injection, monitoring, and sampling.

Advanced understanding of recharge and storage characteristics including the physical characteristics and interactions of flowing water with sediment/soil types.

Principles, methods, practices and techniques utilized in chemical and biological analyses.

Mathematical concepts including determining areas, volumes, flow rates, and pressure; conversions between various units of measure; and basic statistics.

Agency policies, procedures, and practices governing the areas of responsibility.

Applicable federal and state laws, rules and regulations, including OSHA rules and regulations if applicable.

Ability to:

Be present onsite at Agency locations during the normal business hours.

Be physically present at non-Agency locations including, but not limited to, member agencies, conferences, and other work-related events and duties that occur offsite.
