OVERVIEW:

Established in 1957, UFCW and Employers Trust, LLC, also known as the Trust Fund Office, is one of the top 500 largest retirement funds (managing over $4.2 billion in assets) in the USA. We administer health plans and pension benefits for over 230,000 participants at 116 employers throughout Northern California and Hawaii. We serve the grocery food market and retail pharmacy industry consisting of essential workers from employers like Safeway, Save Mart, and Raley’s. The Trust Fund Office administers several multiemployer plans; an employee benefit plan maintained under multiple collective bargaining agreements. Our “Taft Hartley” plans are governed by strong Boards of Directors consisting of Union and Employer industry leaders (as Trustees) with a fiduciary focus and care for our Membership and their families. WHAT WE ARE LOOKING FOR IN AN IDEAL CANDIDATE:

  • Energetic, knowledgeable, detailed, strong work ethic, high sense of urgency, results driven HR professional
  • Experience managing HR professionals
  • Bachelor’s degree from an accredited college or university
  • 5 years of HR experience
  • Employee Relations experience advising management on employee matters, writing discipline, conducting investigations
  • Experience in Labor Relations, Talent Acquisition, Leave of Absence & Accommodations is preferred
  • Certification in Human Resources (e.g., SPHR from HRCI and/or SHRM-SCP) is preferred
  • Position is onsite in Concord, CA. (East Bay). Travel to Roseville office at least three times a month. Mileage and toll reimbursed.

We are currently seeking a Human Resources Manager professional to join our winning team.

JOB SUMMARY

Manages human resources activities, including employee and union relations, performance review, recruitment, leave of absence, workplace accommodation, workers compensation, and training. Position is Exempt, Non-Union.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Responsible for advising management on employee relations matters, recruitment, performance management, and discipline. Attends and participates in due process meetings, employee disciplinary meetings and terminations. Escalates more complex issues to the Senior Director of Human Resources.

• Creates responses for government agency claims (DFEH, EEOC, NLRB, etc.).

• Manages exit interview process to determine reasons behind separation. Advises Senior Director of Human Resources on strategies for employee retention.

• Manages the performance management process, including employee performance appraisals, departmental compliance, and process deadlines.

• Administers policies/procedures, collective bargaining agreements, federal and state laws and regulations.

• Responds to and resolves employee grievances and other collective bargaining related issues. Manages disciplinary matters by working with management, union representatives, and shop stewards. Establishes working relationships with union representatives and shop stewards. Prepares letters of understanding and responses to grievances to handle board of adjustment meetings.

• Determines and composes written disciplinary notices. Makes recommendations for suspensions or action plans.

• Composes and updates human resources policies to meet organizational needs and compliance with state and federal laws.

• Coaches management to ensure all policies and procedures are implemented fairly and consistently.

• Manages training programs to meet organizational needs (e.g. Sexual Harassment Prevention – AB1825 and AB2053 compliance, new employee Orientation program, Management Procedures training, etc.) Prepare content for quarterly HR training meetings for management.

• Responds to inquiries regarding human resources policies and procedures and the collective bargaining agreements.

• Maintains current knowledge of employment and labor laws and regulations and executes dissemination to the appropriate parties.

• Conducts complex employee investigations to include allegations of sexual harassment or other workplace harassment, makes recommendations on remedial action.

• Creates and updates job descriptions.

• Manages leave of absence process (FMLA, CFRA, PDL, etc.) ensuring legal compliance. Escalates complex leave matters to Senior Director of Human Resources.

• Manages workplace accommodation (ADA, FEHA, Religious, etc.) to include interactive process, determinations, and documentation. Escalates complex decisions to Senior Director of Human Resources.

• Manages the workers compensation claims process ensuring legal compliance.

• Manages workplace safety to include the annual updating of the Injury & Illness Prevention program, ergonomic evaluation reviews, etc.

• Manages completion of Human Resources goals for the organization.

• Sources and schedules professional development training as necessary to maintain knowledge of Human Resources trends, best practices, and regulatory changes.

• Champion of mission, vision, core values and company culture. Executes employee engagement surveys and participates in action planning process.

• Assists in the development of policies, procedures, and workflows to meet department performance, quality and service goals.

• Manages recruitment processes including working collaboratively with hiring managers, preparing and posting job announcements, reviewing applications and determining qualifications, conducting preliminary phone screenings, scheduling and coordinating logistics for candidate interviews, administering pre-employment assessments, conducting background screening and reference checks, e-verify, preparing offer letters, and similar tasks.

• Manages and oversees departmental relationships with business partners such as vendors and representatives of staffing agencies.

• Reviews and audits Human Resources Generalist work product.

• Manages reporting created by Generalists by analyzing and summarizing data and trends (e.g. turnover, leave of absence hours, etc.).

• Approves unemployment claim responses and attends hearings on behalf of the company.

• Manages the I-9 process to ensure legal compliance.

• Assists in the annual update of the Business Resumption Plan.

• Creates, documents, and updates standard operating procedures for the Human Resources Department.

• Manages the coordination of special events and employee recognition initiatives.

• Assists with various Payroll functions.

• Completes special projects as assigned.

MINIMUM JOB REQUIREMENTS

• Bachelor’s degree from an accredited college or university in a related field and 5 years of related experience.

• Experience working in a collectively bargained environment.

• A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.

PREFERRED JOB REQUIREMENTS

• Certification in Human Resources (e.g., SPHR from HRCI and/or SHRM-SCP).

Pay Range: $117,000 to $150,000 (annually)
