Job Summary:

The Director, Portfolio Management establishes a trusted advisor relationship with assigned strategic pillar executives and acts as primary liaison to ensure the delivery of assigned projects/programs.

Essential Functions:

  • Integrate continuous improvement and innovation into all projects and programs for the assigned strategic pillar
  • Provide support to VP EPMO in prioritization of initiatives
  • Become a subject matter expert in the assigned strategic pillar
  • Represent assigned portfolio in stakeholder committees
  • Partner with EPMO Governance, Enterprise Delivery, Legal (Compliance/Regulatory) and IT teams to ensure compliance, on time delivery and operational readiness of projects/programs for the assigned strategic pillar
  • Partner with the business to define, deploy, and continuously improve EPMO governance processes
  • Identify risks, issues and lead implement of mitigation strategies, contingency plans, and stakeholder communication
  • Identify and assist project/program managers with rapid resolution or escalation of issues, blockers, and hindrances using company best practices
  • Own and drive accountability with the assigned program delivery team to collaborate with business areas, finance and IT for compliance with EPMO governance
  • Conduct management reviews of EPMO deliverables such as project schedules, status, RAID, etc. to ensure completeness and accuracy
  • Assist managers, business analysts, program managers and project managers with the control of scope, budget and schedule through standard change control practices
  • Assist with the continuous improvement of project management and service delivery best practices and tools
  • Accountable for hiring, training, coaching, career and succession planning, performance appraisals and disciplinary actions, and motivating collaboration and performance
  • Responsible for contributing to the EPMO governance budget
  • Collaborate with PM's, IT Business Management, Finance, and Senior Leadership to ensure initiatives are properly funded
  • Assist with driving maturity based upon the EPMO maturity roadmap
  • Work closely with EPMO governance on vendor management, updates to standards, policies and procedures
  • Perform other job related duties as requested

Education and Experience:

  • Bachelor's degree in related field or equivalent years of relevant work experience is required
  • Master's degree is preferred
  • A minimum of fifteen (15) years of progressive work experience to include at least five (5) years management experience, five (5) years of driving large strategic initiatives, and five (5) years of experience driving systemic innovation and improvement is required
  • Computer Science background or work experience in Health Care business domain or application development preferred

  • Leading large scale cross functional transformational programs with multiple work streams
  • Implementation of health insurance products and/or markets including service area changes
  • Onboarding new lines of business including those acquired with merger/acquisition

  • Exceptional planning, negotiating and influencing skillset
  • Flexibility in leading innovation and organizational change
  • Exceptional collaboration and relationship building skills
  • Excellent critical listening and systematic thinking skills
  • Excellent decision making/problem solving skills
  • Working knowledge of health care subject areas, to include member and provider services, health plan operations, clinical management, and product lines, is required
  • Proven ability to effectively interact at all organizational levels
  • Excellent written and verbal communication skills
  • Demonstrated excellence in analysis and collaboration skills
  • Hands on proficiency in Microsoft Office tools, including Project, Word, PowerPoint and Excel
  • Business acumen and politically astute-ability to act with diplomacy and sensitivity to cultural diversity
  • Ability to work independently and within a team environment
  • Leadership experience and skills
  • Energetic, enthusiastic self-starter, time management skills
  • Outcome and Customer service oriented

Licensure and Certification:

  • PMP preferred

Working Conditions:

  • General office environment; may be required to sit or stand for extended periods of time

Compensation Range:
$130,300.00 - $228,100.00 CareSource takes into consideration a combination of a candidate's education, training, and experience as well as the position's scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level.
