Position: Director of Human Resources
Department: Human Resources

Position Overview:

The director of human resources will oversee the daily workflow of the department and provide guidance to the HR department staff regarding processes and policies. Creates and implements crucial HR policies and programs that enable the University to meet strategic initiatives and maintain compliance. This position serves as project manager for the HR department, manages the HRIS software, performs numerous HR compliance and reporting functions, and provides customer service to employees within disciplines of Human Resources in addition to processing complete and accurate payroll which includes processing multiple status changes and managing exceptions. This individual is regarded as the primary leader in Human Resources Information Systems and will lead the HR team in our efforts to optimize the quality of service through accuracy in information systems. This individual maintains open communication with all Manchester University employees and fosters an environment of service, engagement, and growth. This position supports the University’s mission and strategic initiatives.

Essential job functions:

  • Supervises HR staff on the North Manchester and Fort Wayne campuses
  • Leads all human resources functions in the areas of benefits, employment, and systems.
  • Leads an effective employee performance feedback process.
  • Provides advice and direction to leadership team and employees on employee-relations and policy issues.
  • Conducts exit interviews to determine reasons behind separations, as requested.
  • Reviews and makes recommendations for improvement of the organization's policies, procedures and practices including those listed in the employee handbook.
  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.
  • Coordinates delivery of human resource services for employees on both campuses.
  • Reviews and approves benefit and vendor contracts.
  • Assures development and implementation of equitable compensation plans.
  • Administers outsourced human resource services, vendors and contracts.
  • Provides coaching and training to leadership and supervisors.
  • Ensures effective employee development and training programs.
  • Serves as Title IX Deputy Coordinator for human resources.
  • Acts as a University fiduciary.
  • Serves on various University committees as assigned. Including working with the President’s Diversity and Inclusion Council to implement diversity initiatives and review policies that could impede diverse hiring.
  • Serve as main contact to outsourced human resource services, vendors and contracts.
  • Assess and propose improvement of HR software systems.
  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.
  • Provides coaching and training to supervisors regarding employee relations issues.
  • Provides training to colleagues on HR related items.
  • HRIS
    1. Participates in developing department goals, objectives, and systems.
    2. Provides leadership for all HRIS systems, reporting on utilization and capabilities.
    3. Performs system maintenance, including assisting in the review, testing and implementation of HRIS system upgrades.
    4. Ensures collaboration with information technology operations and leads effort to maximize the utilization of all online HR-related systems.
    5. Establishes an audit process to ensure accuracy within HRIS systems to include:
      • Employee & Student data entry
      • Making personnel changes
      • Updating supervisors/departments
      • Consistency in data entry across all HRIS systems
    6. Creates data query report requests from HRIS systems
    7. Manages time, labor and paid time off:
      • Provides employee and supervisor training
      • Sets up supervisors in the system
      • Maintains supervisor back up list
    8. Serves as back-up for New Employee Orientation
    9. Develops user procedures, guidelines, and documentation for the HRIS and Time & Attendance systems.
    10. Coordinates University’s compensation notification activities. Processes annual employee salary increases and generates increase letters, when applicable. Assists OAA with creation of annual appointment letters.
    11. Processes all separations of employment.
    12. Manages all human resources campus surveys including but not limited to: CUPA-HR, IPEDS, AAUP, and COMPDATA.
    13. Assures the maintenance and integrity of changes made in MU employment files.
    14. Maintains compliance with federal, state, and local employment and benefits laws and regulations.
    15. Assists with the employee recognition program.
    16. Provides employee trainings as assigned
    17. Serves as a customer service point of contact for all disciplines within Human Resources.

Qualifications:

  • A commitment to fostering an environment of diversity and inclusion among students, faculty, and staff.
  • A Bachelor’s degree with a concentration in human resources or other related field and at least five years of broad HR experience
  • HR leadership experience in a higher education; experience at institution(s) with health professions, non-degree professional education, on-line programs and/or multiple campuses preferred
  • Demonstrated ability to organize, motivate and lead a human resources team
  • Creative problem solving and the ability to handle multiple priorities in a deadline-driven environment
  • Proficient with administrative information systems and technology—working knowledge of MS Office, ADP and Colleague systems highly desirable

Work schedule: This is a full-time, non-exempt position. Forty (40) hours per week (8:00 am-5:00 pm) will be the general rule. However, depending on the project cycles and workflow demands of the College, additional hours or workday schedule changes may be required occasionally.
