JOB TITLE: Senior Business Systems Analyst – Custom Applications LOCATION: San Francisco or Sacramento JOB OPENING #: 6094 OVERVIEW The Judicial Council of California supports California’s court system, the largest in the nation, serving a population of more than 39.5 million people— about 12 percent of the total U.S. population. The Sr. Business Systems Analyst supports the JCC Information Technology (IT) Office teams responsible for the development and implementation of enterprise systems that support many programs and units throughout the JCC. These programs include the Oracle Financials program, the Uniform Civil Fees program, the Court Appointed Counsel programs, the Temporary Assigned Judges program, and other agency-wide programs such as the PowerBI program. This role acts as a liaison between business and technical users supporting the system initiatives for the various programs; provides production support to team members and business users for new systems and enhancements; and serves as an operations consultant to business and technical users to analyze and recommend efficient business processes. The Sr. Business Analyst works closely with the customer team, judicial partners, vendors and the application development and analysis teams to identify needs, solve immediate problems and create a higher quality product. The Senior Business Systems Analyst is distinguished from the Business Systems Analyst in that the Senior Business Analyst regularly serves as a project manager for large, complex business systems projects, and provides guidance and direction for work assigned to project teams members. Senior Business Systems Analysts are responsible for enterprise-wide system implementations, deployments, and upgrade projects. The incumbent is responsible for creating application business and technical requirements documents and project plans; developing technical specifications, reviewing, and updating specifications and test scripts for new technology deployments; coordinating activities with other IT units, business partners, judicial partners, court staff, and vendor partners; and maintenance and operations support. The role is responsible for the review and analysis of technology requests for new features and services and for identifying issues related to the development and maintenance of information technology systems that support business functions at the JCC and the courts. The Sr. Business Systems Analyst ensures that the Enterprise Systems SharePoint sites have current content; users have appropriate access as needed and all users are proficient and effectively using the SharePoint sites. The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; Hybrid work options for employees who live in areas surrounding these locations may be considered. RESPONSIBILITIES Lead large complex projects that support many programs and units throughout the JCC. These programs include the Oracle Financials program, the Uniform Civil Fees program, the Court Appointed Counsel programs, the Temporary Assigned Judges program, and other agency-wide programs such as the PowerBI program. Perform system analysis services for new and enhanced applications services, identify process improvements, develop process workflows and document business and technical requirements. Provide on-going functional and user support for Enterprise Systems applications including Oracle Financials, UCFS, SCACS, DCACS and JIS, record and track reported issues, address business user questions, investigate issues and propose and design solutions, and act as a liaison between business and technical users through problem resolution. Provide guidance and leadership for application testing and quality assurance to ensure that developed solutions meet the specified requirements. Provide complete and accurate project, technical and user documentation to ensure project success and compliance with industry best practices. Provide clear and accurate communications regarding assigned work. Establish and maintain excellent customer relationships and manage expectations. Other Duties and Responsibilities: Collaborate with business users in the selection, acquisition, and deployment of new technologies. In doing so, engage the product vendor to develop specifications, test functionality and project deployment plans for implementation. Provide input to the annual budgeting and mid-year budget review process. Provide input to program planning activities and roadmap updates. Participate in the procurement processes for the annual renewal of support and maintenance agreements. Prepare Work Order Requests (WORF) and contract request for project resources as needed. Suggest areas for improvement in internal processes along with possible solutions. MINIMUM QUALIFICATIONS Education and Experience Bachelor’s degree, and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications. Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a yearfor-year basis. OR One year as a Business Systems Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California Superior Court or California state-level government entity. Desirable Qualifications 5+ years experience in business and/or systems analysis. 5+ years of lead experience in project management, development and deployment. 5+ years experience supporting infrastructure projects.
